The objective of this assignment is to have an evidenced based rationale for an investment proposal including GCF financial support for; a. Climate resilient infrastructure covering priority needs nationally in Fiji b. An assessment of options for flood mitigation for the Ba area with NbS and a novel financial model involving the private sector. Scope of Work & Proposed Activities The Incumbent shall undertake a scoping study, identifying elements of resilient infrastructure nationally including flood mitigation measures specific for Ba. Initial meetings with public and private stakeholders in the housing, education and health sectors have indicated a need and have provided guidance in needs and priorities. The consultant shall make a comprehensive assessment and develop a framework aligned with GCF that can also identify priority interventions and potential financing sources. The activities are described in detail below: Activity 1: Kick-off meeting with the MoF, the NDA and GGGI to establish a common understanding of the activities, approach and timeline. This kick-off meeting shall be timed to include other consultants also support the same project. Activity 2: Sub-activity 2.1 - Scoping study at national level which includes data and guidance from key stakeholders in the housing, education and health sectors as well as institutional stakeholders in the Ministries of Finance. Sub activity 2.2 - Scoping chapter on flooding mitigation actions for the area of Ba looking for a nature-based solution focus. Many studies have been carried out with data on flooding and potential solutions outlined this study will bring the different elements together and include an innovative public-private financing Activity 3: Economic & Financial Analysis Conduct an indicative (ex-ante) social cost-benefit analysis (CBA) based on the economic costs and benefits generated by the proposed project by sector / intervention type for actions identified under activity 2.1 and 2.2 following GCF criteria. The deadline for bid submission is May 8, 2023 16:00 Hrs KST. GGGI will convene a virtual pre-bid conference via M/S Teams on Friday, 21st April 2022 14:30 Fiji Local Time (11:30 KST) to address any queries/clarifications relating to the assignment and procurement process. For further details about the Terms of Reference and tender documents, please follow instructions as under: Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
