The region has been struggling with years of geopolitical unrest, protracted conflicts and financial and economic crises that have exacerbated structural socio-economic and labour market challenges, resulting in heightened levels of poverty, inequality and unemployment. According to the latest ILO estimates, the Arab states register a relatively high unemployment rate standing at 9.3 per cent in 2022, with particularly high rates among women (18.8 per cent) and youth (26.8 per cent). High unemployment rates among women persist despite their very low labour force participation rates and are, to a great extent, linked to issues of social norms, an underdeveloped care economy, inadequate transportation and various discriminatory practices that hinder women’s access to the labour market. Among the youth, broader measures of labour underutilization are also high, with the composite rate of labour underutilization (LU4) standing at 40.6 per cent as of 2019. The proportion of young people not in employment, education or training (NEET) in the region in 2022 (32.9 per cent) was also substantially higher than the global average (23.5 per cent), with higher rates among women than men (47.2 per cent and 19.5 per cent respectively). Overall, the employment and economic challenges in the Arab region are complex and interrelated, with a range of factors contributing to the poor employment outcomes. Key structural challenges include, inter alia, i) limited diversification of economies, with many countries heavily dependent on the oil and gas sector; ii) weak private sector development, with limited opportunities for decent and formal job creation outside of an “inefficient” public sector; iii) inadequate response of the education and skills development systems to the labour market needs; and iv) poor business environment and limited access of SMEs and potential entrepreneurs to finance and credit. While efforts are underway to address these challenges, including through the development of policies and strategies to promote economic diversification, formalization, decent job creation and private sector development, the rapid changes in the world of work and the increasing environmental challenges in specific, such as climate change, natural resource depletion and pollution, are delaying progress and hindering sustainable growth and development. In this context, the Regional Economic and Social Analysis (RESA) Unit at the ILO Regional Office for Arab States will produce a regional report that analyzes employment trends and labour market developments in the region and sheds light on the role, importance and opportunities provided by the green economy to address job creation deficiencies in the Arab States. The report will depict the employment situation in a heterogeneous region, where countries follow different development paths, each based on their national priorities, natural wealth, geopolitical context and economic structures. Indicators, both at the regional and national level, will be examined to provide a comprehensive qualitative and quantitative analysis of the labour market situation in the region. National just transition efforts will also be reviewed with the aim of identifying good practices, opportunities and gaps. The report will conclude with a set of policy recommendations aimed at supporting the reorientation and acceleration of processes of change in a just and sustainable manner. Rationale The overall objective of this research initiative is to review and assess the employment situation and labour market trends in the region following recent regional and global events based on the latest data available. The report will specifically assess the situation in the 12 Arab States covered by the ILO Regional Office for Arab States, namely Bahrain, Iraq, Jordan, Kuwait, Lebanon, Oman, OPT, Qatar, Saudi Arabia, Syria, UAE and Yemen. The proposed activity will primarily be based on national data sources (mainly labour force surveys, or other household surveys with labour related modules, in addition to establishment surveys and official published administrative records when available) but will also refer to regional estimates from international databases, including ILOSTAT in particular. Deliverables In view of the above, a consultant is required to assess and map available labour market data both on the national and regional level. Technical guidance by the RESA unit will be provided for the identification of the required indicators and disaggregation levels. The contracted party will be responsible for producing the following deliverables: Mapping of available sources for labour market data in the 12 Arab States (household surveys, establishment surveys, administrative records). Review and assessment of methodologies, concepts, and definitions used at the national level for the compilation of labour market data (alignment with ILO statistical standards and latest resolutions) in the 12 Arab States. Tabulation of available national labour market data for the 12 Arab States, disaggregated as requested by the RESA unit. Mapping and tabulation of regional and sub-regional estimates, with the needed disaggregations, based on ILOSTAT. Mapping and tabulation of education data (source: UNESCO institute), disaggregated as requested by the RESA unit. The consultant will work under the direct supervision of the ILO ROAS Labour Statistician, the ILO ROAS Labour Economist, and the ILO ROAS Senior Employment Specialist & Head of RESA Unit. Timeline and payment details The consultancy is estimated to require approximately 15 days’ work starting on 1 August and ending by September 30, 2023. One payment, equivalent to 100% of the contract value, will be made upon submission of all abovementioned deliverables, to the satisfaction of the ILO. Required Qualifications: The consultant should have at least 5 years of professional experience in labour market statistics, data compilation and tabulation. The consultant should be a qualified statistician/mathematician/economist, with a strong knowledge of labour related data sources, particularly Labour Force Surveys, statistical concepts and definitions, and a strong background in analysis of employment, unemployment and labour market trends in developed and developing countries. The consultant should have substantive knowledge on the resolutions adopted and adapted by the International Conferences of Labour Statisticians.
