Implementation period / 14 / fourteen months Initial insurances 5% of the estimated statement value Final insurances 10% of the value of the referral allowance Delay fines 0.001 one per thousand of the total contract value for each day of delay, provided that it does not exceed 20% Twenty percent of the total pledge value The period of the bidder's commitment to his offer (90 days) following the deadline for submitting offers The provisions of the unified contract system promulgated by Law No. 51 of 2004 and the provisions of the general term sheet issued by Decree No. 450 of 2004 shall apply in all that is not provided for in this announcement and the special conditions book.
