Expression of Interest are invited for Consultancy Services for Construction Supervision Services and Services During Defect Notification Period Consulting Firm (National)  (Time-Based) Title Of Service: Consultancy Services for Construction Supervision Services and Services During Defect Notification Period Brief Description of Assignment: Bangladesh Railway under Ministry of Railways, has been allocated public fund from Government of People’s Republic of Bangladesh and the Asian Development Bank (ADB) towards the cost of “Rehabilitation of Sylhet to Chhatak Bazar Section (Meter Gauge Track) of Bangladesh Railway, heavily damaged by Flood 2022.” A portion of the loan is intended to be used for payments under the Contract for Consultancy Services for which this Request for Expression of Interest (REOI) is being issued. Detailed Terms of References (ToR) have been uploaded at ADB’s website. Experience, Resources and Delivery Capacity Required: The Consultant will be selected under Quality and Cost Based Selection (QCBS 80:20) method in accordance with the procedures set out in the ADB Procurement Policy 2017 (“Policy”) and the Procurement Regulations for ADB Borrowers 2017 (“Regulations”): https://www.adb.org/documents/adb-procurement-policy https://www.adb.org/documents/procurement-regulations-adb-borrowers ‘Short-listing’ of the Consulting Firms submitting Expression of Interest (EOI) will be done by Bangladesh Railway based on the complete information submitted in the Standard EOI form by the intending Consulting Firms through the CMS system as mentioned in sl. 8. Intending Consulting Firms shall have, but not limited to the following competences- a) Management competence: Firm’s management and organizational strength, financial strength, number and capabilities of permanent employees and key staff, etc. b) Technical Competence: i. Firm’s specialization compared with the sectoral focus of the assignment; ii. Firm’s specific experience in construction supervision particularly in the field of railway/metro/subway with comparable scale and technical complexity; iii. Firm’s experience in supervision consultancy in projects funded by Multilateral Development Banks-MDBs (i.e., ADB, WB etc.). iv. Firm’s experience of supervision consultancy in FIDIC based construction Contract c) Geographic Competence: Experience in similar geographic area (i.e., country and regional experience). Other Details (if applicable): The interested applicants should submit necessary documentary evidence in favour of their submission. i.e. in case of turnover audited financial report of last 5 years (Non-consolidated) in USD/BDT to be furnished. Interested Consultancy firms must provide information indicating that they are qualified to perform the services (Registration certificate, registered address, legal status brochures, company profile including management, personnel, Equipment, firm's specialty, and performance, Financial capacity). The firm shall also provide contact information of the clients to whom services have been rendered. The applicants may associate with other firm(s) to enhance their qualifications in the form of a Joint Venture (JV) or Sub-Consultancy arrangements. If a bidder submits an EOI as a JV, the EOI will be submitted by the lead firm/partner and should clearly identify each joint venture partner. According to ADB's Procurement Regulations, an REOI for this Consulting Service has been published electronically in the ADB's Consultant Management System (CMS) which can be accessed through the following link: https://selfservice.adb.org/OA_HTML/adb/adbpos/jsp/ADBCMSHomepage.jsp The applicants shall have to submit their EOI electronically (submission of documents through cloud storage/similar link will not be allowed) through ADB's CMS by 10 August 11:59 pm Manila Local Time (Bangladesh Local Time 09:59 pm). If any contradiction is found between CMS notice and Newspaper notice, the information on CMS notice shall prevail.
