Consulting Firm (National)  (Time-Based) Brief Description of Assignment: The main objectives of the Consultancy Services to Provide assistance to the client in all matters related to interpretation of the contract documents, quality control and other matters relating to the contract and Review detailed design and progress of work and suggesting remedial measures where necessary, prepare detailed 3D view of each site, Topography survey, Soil test etc for structures such as a) RCC Jetty b) RCC Access way c) Boundary wall d) Parking yard, Shore protection, approach road e) Automation system f) Break water g) Dredging h) Navigation aids i) Terminal building, j) Gate & Fence, k) Utilities (water supply, sanitation and drainage system), l) Detailed Electrical layout plan showing position of sub-station, cable duct line, flood light, tower mast and an extensive firefighting system including all permanent infrastructures and technical facilities. The specific objectives are to: The total duration of the consultancy services will be 36 (Thirty six) month. Following are the specific objectives of the consultancy services but not limited to: i. Reviewing the work programme and methodology prepared and submitted by the Contractor in relation to the Contract, commenting on it and suggesting improvements, if needed. ii. Periodically reviewing progress of works and suggesting remedial measures, if necessary, to complete the project as per Schedule. iii. Reviewing of the approved design of works for items mentioned under the scope. If the Contractor is unable to construct any element/structure according to the supplied design drawings (e.g., because of difficulty of works, site conditions, any unforeseen condition/problem), the consultant in consultation with client will prepare alternative design drawings and corresponding cost estimate (based on necessary investigations) and submit those to the client for approval. iv. Reviewing the test results of construction materials and related works supplied by Contractor and commenting whether they conform to specifications and meet specified standards. v. Advising Contractor to arrange additional tests on construction materials/elements/structures and checking qualities of work carried out by the Contractor, if needed. vi. Analyze the dredging requirements and finalize the quantity as per site demand in consultation with client. vii. Reviewing any revised plans and programme during the implementation of the Project. viii. Providing assistance to the Client in all matters related to interpretation of the Contract Documents, quality control and other matters relating to the contract. ix. Examining the proposal of variation, if any and furnishing comments on such proposals. x. The Consultant’s expert members will visit the project site at a frequency. However, if there is any urgent need, the Consultant will visit the project site to address the issue. xi. The Consultant’s Construction supervision site-based staffs shall be responsible for monitoring the work progress of work and maintaining the required quality of work items to meet the specification. xii. Detailed design and drawing of some structures and break water (if required) at any site and also comments for approval of as-built drawing etc. xiii. Full time construction supervision. xiv. Any major design review conducted by consultant/contractor’s should be vetted by BRTC, BUET. Experience, Resources and Delivery Capacity Required: The Firm is expected to have experience in design, design review and construction supervision in PHC (Prestressed Hollow Concrete) pile, RCC Jetty and different types of water related civil structure etc. The Consulting Firm should have minimum10 years of general experience in various types of civil Engineering Consultancy works but preference will be given to the Firm(s) who have experience in doing design & construction supervision on PHC (Prestressed Hollow Concrete) pile or similar types of works. The Consulting Firm needs to deploy following experts and supporting staff : i) Team Leader; ii) Structure Engineer, iii) Survey Engineer/Experts, iv) River/Bay Specialist, v) Contract Specialist vi) Material/ Quality Control Engineer (QCE), vii) Land record Specialist viii) Geotechnical Engineer, ix) Electrical Engineer, x) Mechanical Engineer, xi) Procurement Specialist, xii) Resident Engineer (RE), xiii) Architect; xiv) Environmental Safeguard Specialist (ES), xv) Morphologist, xvi) Dredging Specialist, xvii) GIS/ RS Specialist etc. Other Details (if applicable): Duration of the consultancy service will be 36 (thirty six) months.
