Brief Description of Assignment: The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Livestock and Dairy Development Project (LDDP)” and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “Consultancy Services for Periodic Beneficiary Assessment and Process Monitoring under LDDP”. The specific objectives of the assignment encompass the following:
• Tracking progress against agreed targets and measured against the defined indicators and results under LDDP Result Frame.
• Identifying good practices and lessons learned and disseminate those among different stakeholders.
• Assessing and evaluating (i) the relevance, (ii) the effectiveness, (iii) the efficiency, (iv) the sustainability of the LDDP’s different activities.
• Assess the satisfaction levels and feedback of beneficiaries regarding the programs and services provided.
• Identify areas of improvement in the beneficiary programs and processes.
• Provide recommendations for enhancing program outcomes and service delivery
The duration of the assignment is for six (6) months over the period up to June 2025, expected start date is October 1, 2023. The total professional key staff-months for the assignment are 54 man-months (detailed position mentioned in the TOR).

Experience, Resources and Delivery Capacity Required: The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) Legal documents showing the registration of the firm as the proof of legal capacity to perform the services.
(ii) The firm(s) should have at least ten (10) years overall experience in the area of consulting services.
(iii) The consulting firm(s) should have similar experience of consulting services of at least BDT 60.0 million or equivalent amount in other currencies in maximum two contracts within last five (5) years.
(iv) Technical and managerial capability of the firm and list of experts with their qualifications and experiences. Detail CV of Experts will not be required as it will not be evaluated at the shortlisting stage.
(v) Annual turnover of the firm for last five years.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
