Expression of Interest are invited for Management of Training in Bangladesh and Foreign (P-3B) Consulting Firm (International)  (Lump-Sump) Title Of Service: Management of Training in Bangladesh and Foreign (P-3B). Brief Description of Assignment: The consulting services (“the Services”) include BHTPA hiring training services to deliver the selected courses related to the 4th Industrial Revolution. The Training services Provider shall comply with the following: ? Provide qualified trainers/experts to conduct quality training programs both local and foreign which will enhance better employability skills of the candidates. ? Need to conduct prescribed duration of courses (both local and foreign). ? Ensure certification of trainees through test at the end of the training program. ? Training must be of an international standard and training providing institute shall be ranked within the top 25 of the world. ? Post training, the Training Provider shall ensure that the trained candidates are able to pass the assessment test; The detailed Terms of Reference (TOR) for the assignment is available in the www.bhtpa.gov.bd website. Interested firms/Institute may also collect the REOI and TOR from the Office of the Project Director, Level-9, ICT Tower, Agargoan, Sher-e-Bangla Nagar, Dhaka-1207, Bangladesh or may request for TOR and REOI to email below: pd.shift@bhtpa.gov.bd or dpd.shift@bhtpa.gov.bd The BHTPA seeks to recruit an firm for training for the project named “ Sheikh Hasina Institute of Frontier Technology (SHIFT)”. SHIFT will be a research institute in Bangladesh that focuses on the development and implementation of cutting-edge technologies. The SHIFT is a learning environment to create the skills of the future generation. It will be a specialized learning center focusing on students from secondary school level to help them develop the advanced skills required for 21st century ICT Industry. The Institute will also have a future-looking R&D Center, lab facility where students and researchers from Universities and Industry can collaborate in cutting edge research. It will provide world class research facilities to facilitate the creation of IP in various frontier technologies. Experience, Resources and Delivery Capacity Required: A. General Experience: The Firm/ training Provider should have minimum 03 (three) years of experience. B. Specific Experience: The Firm / Training Provider should have a minimum of 1 (one) specific experience in last 3 (three) years providing Training Services amounting minimum BDT 12 (twelve) crore or equivalent USD (considering 1 USD= 100 BDT.) (Completion certificate mentioning the amount is required, no NOA/Contract agreement will be accepted in evaluation). C. Financial Capability: The Firm/ Training Provider must demonstrate at least BDT 10 Crore as Working Capital in form of Letter of Credit or Credit Commitment or equivalent USD (considering 1 USD= 100 BDT) from any international bank or any scheduled Bank of Bangladesh. D. Average Annual Turnover: Demonstrate at least BDT 50 Crore or equivalent USD (considering 1 USD= 100 BDT.) as Average Annual Turnover for the last 03 (three) years. E. Management Capability: The Firm/ Training Provider should demonstrate an efficient and effective management capability through its brochure, photographs of office, its present staff, its organogram, IT related facilities and equipment. F. Human Resource Pool: The Firm/ Training Provider should submit a list of the resource pool including the Key Experts, indicating their skill and knowledge & capability. The Human Resource Pool should show how it supports reach into the relevant stakeholder community. Detail biodata with educational and experience certificate is not required to attach with EOI. G. Other legal documents: Incorporation Certificate, Tax/employer identification number, Income Tax registration certificate, last 3 (years) government tax filing/return or equivalent certificates for foreign company/institute. H. The training provider must submit proof of collaboration (agreement or MoU) for conducting the training program with the institute. I. The Firm/ Training Provider must show academic linkage with foreign universities and faculty members. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Rules and Regulations (PPA-2006 and PPR-2008).
