The NATIONAL BOARD OF REVENUE in Bangladesh from Asian region had released this tender for Expression of Interest are invited for Project Management and Quality Assurance (PMQA) Consultancy Services Consulting Firm (National)  (Time-Based) Title Of Service: Project Management and Quality Assurance (PMQA) Consultancy Services Brief Description of Assignment: • Provide all necessary support services to the BRCP-1 – NBR (PIU) during the various phases of the Customs Modernization and NSW component implementation, throughout their project life-cycle of Procurement, Implementation Planning, Installation of infrastructure, Development (configuration, enhancement, integration of software & migration of existing data) &Acceptance Testing, Pilot Implementation, Roll-out of solution (including Post-Implementation review) and overall monitoring and quality assurance of all outputs. • Assist the NBR (PIU) to design and implement the most optimal model for the NSW Operator, through a competitive bidding process consistent with the Bangladesh legal framework and The World Bank Procurement Regulations for IPF Borrowers. • The various initiatives that are being undertaken by NBR that will be within the scope of all support and oversight services of PMQA, are listed below: a) Design, development and implementation of a National Single Window (NSW) and Automated Risk Management Solution (ARMS) b) Change Management & Communications support for outreach to key stakeholders. c) Hardware and Data Centre Infra and Project Management. Experience, Resources and Delivery Capacity Required: There are five key elements to be considered in the Scope of the required services within each of the phases (establishment, procurement, planning, design/development/configuration, testing, pilot implementation and rollout) of the project for each of the initiatives mentioned above. 03. National Board of Revenue under the Internal Resources Division, Ministry of Finance, Government of Bangladesh now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) General Experience of the Firm in providing similar services (core business and years in business) b) Experience of consulting national or sub-national authorities / organizations for digital transformation in areas of single window/ ports/customs, that includes functional integration across multiple government agencies. c) Experience in development partners funded similar Projects. d) Financial soundness, logistics, staffing. Key Experts will not be evaluated at the shortlisting stage. Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) The Firms Incorporation/Trade/registration documents from the country of the firm (ii) Firms brochures (iii) description of similar consultancy contracts, including the scope, contract amount, name of Client, period of the contract (date of contract signing to date of completion), location/ country of the services, etc. Other Details (if applicable): The attention of interested Consultants is drawn to the Section III, para 3.14,3.16, and 3.17 of the World BanKs” Procurement Regulations for IPF Borrowers” July 2016 and its revisions (“Procurement Regulations”), setting forth the World Banks policy on conflict of interest. 05. Consultants may associate with other firms to enhance their qualifications and capability, however, then such association shall either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally liable) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale/ justification for the proposed inclusion of the JV members and/or sub-consultants in the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. However, the qualifications/ experience of sub-consultants will not be considered by the Client in the evaluation of Expressions of Interest for Shortlisting purposes. 06. If shortlisted, Consultants will still have opportunity at the subsequent proposal preparation stage to further enhance their expertise for the assignment by associating with non-shortlisted consultants in the form of a Joint Venture or as Sub-consultants. In all such cases, the Consultant must obtain the written approval of the Client prior to the submission of the Proposal, justifying the rationale for such association and specifying the role and relevant qualifications of the proposed associate(s) for the assignment. In case of associating with non-shortlisted firms, the shortlisted Consultant shall be a lead member. However, Instruction to Consultant (ITC) clauses of RFP will prevail in this regard. The total number of firms in an association including the Lead Firm will be maximum 4 (four). 07. PMQA Firm will be selected in accordance with the Quality Based Selection (QBS) method set out in the Procurement Regulations. 08. Expected date for commencement of the services is November 2023 and tentative duration of the entire assignment is about 30 months. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. Terms of References (TOR) are also available in National Board of Revenues website (www.nbr.gov.bd). 09. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by May 31, 2023 up to 4:00 PM (BST) either in sealed envelope clearly marked “Request for Expression of Interest (REoI) for Selection of “Project Management and Quality Assurance Services (PMQA)”, in the emails subject line or on top of the envelope or through email sent to the following undersigned address.
