Expression of Interest are invited for Project Management Consulting Services (Pmc) (Firms Selection) Consulting Firm (International)  (Time-Based) Title Of Service: PROJECT MANAGEMENT CONSULTING SERVICES (PMC) (Firms selection) Brief Description of Assignment: The PMC Firm among others will carry out the following tasks: (a) review and confirm detailed designs of the buildings and facilities to be prepared by the selected contractors and make modifications to the detailed designs as necessary. (b) supervise the civil works and goods supply and installation (c) monitor compliance with the initial environmental examinations (IEEs) and climate change adaptation works (d) assist NBR and BLPA for implementing the social and gender activities (e) provide procurement support for goods, works and services and (f) measure the project performance indicators after completion of the works and goods installation. Experience, Resources and Delivery Capacity Required: The PIU will conduct the short-listing of the interested consulting firms for the above-mentioned service. The firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The key qualifications and experiences of the Consulting firms required are as follows: (a) Technical Competence: general experience, specific experience in similar assignments (design review/detailed design and project management consulting services with comparable scale and technical specifications. Firms with previous experience in the integrated trade facilitation infrastructure development sector will be given preference) (b) Geographic Experience: experience in similar geographic area (c) Summary of relevant permanent professional employees and resource persons. (d) Experience in working with Multilateral Development Banks - MDBs (i.e. ADB, World Bank etc.). Other Details (if applicable): Expected date for commencement of the services is October 2023. The consulting service will require about 271 person months of key experts and 107 person months of non-key experts and to be implemented over 42 calendar months from the commencement date. The assignment location will be mainly in Dhaka and Akhaura, Sonamasjid and Tamabil BCPs in Bangladesh and other areas of the project. The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method following the Asian Development Bank (ADB) Procurement Policy (2017, as amended from time to time) and the Procurement Regulations for ADB Borrowers (2017, as amended from time to time). According to the latest ADB procurement regulations, the REOI for this Consultant Service has been published electronically in the ADB Consultant Management System (CMS) which can be accessed through ADB CMS : The interested consulting firms are hereby advised to access the REOI through the above link. If any contradiction is found between CMS notice and newspaper notice, the information on CMS notice shall prevail.
