The consulting services (“the Services”) include technical support to: (i) Contract Package No. SD22-1 [Firm for Field Level (Dhaka Division)] and (ii) Contract Package No. SD25-1 [Firm for Field Level (Sylhet Division)]: provide technical, socio-environmental and management support to the PMU, the regional level officials, the district level officials and the upazila level officials of LGED to implement the program ensuring compliance with the policies / guidelines of the Government of Bangladesh (GoB) and the International Development Association (IDA). Broadly the objective is summarized below: i. Conduct comprehensive supervision of project implementation activities carried out by the contractor(s) to ensure total compliance with the drawings, technical specifications and various stipulations in the contract documents; ii. Conduct environment and social screening and prepare related documents following ESMF (Environmental and Social Management Framework); iii. Support the PMU/district units/upazila units in project planning, monitoring, reporting and financial management; iv. Assist the PMU/district units/upazila units to develop training programs for its staff and other stakeholders in technical and non-technical areas. The functions of these programs are to improve levels of competence and build a more community oriented, gender sensitive, climate change adaptation, road safety and participatory approach to their duties and responsibilities. The estimated level of effort (professional staff-months) required would be 357 man-months for Contract Package No. SD22-1 and 105 man-months for Contract Package No. SD25-1. The implementation period will be 21 months for Contract Package No. SD22-1 and 23 months for Contract Package No. SD25-1 with expected date of start of the assignment is from October, 2023 for Contract Package No. SD22-1 and August, 2023 for Contract Package No. SD25-1 [Please refer to the Terms of References (TORs)]. Experience, Resources and Delivery Capacity Required: The Local Government Engineering Department now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: a. General experience of the Firm(s); b. Experience in similar projects of compatible size, complexity and technical specialty in the required area; c. Financial soundness of the firm; and d. Staffing and logistics of the firm. Key Experts will not be evaluated at the short listing stage. Other Details (if applicable): The Local Government Engineering Department now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Each Consultant for both packages will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Standard Request for Proposal (National) for Selection of Consulting Firm of Central Procurement Technical Unit (CPTU).
