Consulting Firm (National) (Lump-Sump) Brief Description of Assignment: On behalf of the ICT Division, the Department of Information and Communication Technology as an executive agency has taken the initiative to celebrate National Sheikh Russell Day 2023 based on physical and online platforms nationwide and internationally on 18 October 2023. The event will showcase Biography of Sheikh Russel and Bangabandhu, achievement of Digital Bangladesh, Extended media coverage (Online & Offline), Live broadcast, PR Activities, Boosting (digital and TV media buying), Theme Song, AV & TVC Making, Call for Action (Audio Visual Creation), Broadcasting, TV Scrolling, Advertisement Creation and Broadcasting, Online News Portal Advertisements and Scrolling, Social Media Promotion (Facebook, YouTube), Live Streaming and others related activities or tasks will be carried out to make the event visible and attractive on a standard plan. Experience, Resources and Delivery Capacity Required: (1) Reputed digital media management and promotion organization having overall minimum 06 (Six) years of experience in live streaming, audio visual production, theme music production, graphics design, digital media promotion and related services or product delivery or supplies as prime contractor. (2) The Firm must have a minimum experience as Supplier in supply of similar Goods for Digital Media Management and Promotion of at least 02 (Two) national/ international VVIP/VIP events (contract(s)) successfully completed within the last 04 (Four) years, each with a value of at least BDT 0.90 crore (Ninety Lac) only. (3) The firm must have BDT 0.90 crore (Ninety Lac) amounts of liquid assets, i.e., or credit line(s) (As Prescribed Format). (4) The firms must have sufficient technical resources and facilities available to materialize the virtual platform alongside the traditional physical infrastructures for the mega event. (5) The firm must have Team Leader, Media Director, Director (TV & Streaming) or Equivalent, Media Manager/Creative Manager, Marketing Manager, Social Media Manager, Audio Visual Manager, Creative Graphics Designer, Audio-Visual Technician, Motion Designer, Software and Website developer, ICT Specialists, and other relevant posts in relevant filed of expertise. The firm should provide a list of key experts as mentioned. (6) The firms should have yearly turnover of at least BDT 4.00 (Four) crores (7) The firms/companies should furnish an undertaking to the effect that the firm has not been blacklisted in Bangladesh during last 03 (Three) year period. (8) The firms/companies must submit updated audit-reports of last 03 (Three) consecutive years. (9) The firms/companies must submit Up to date Valid Trade License, income tax certificate (Tax Payment/Clearance Certificate), VAT registration and other legal documents. (10) Documents demonstrating the management and operational capacity of the firms/joint venture’s (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment). (11) JVCA is allowed as per PPA-2006 & PPR-2008 (Rule 54); However, all the firms of JVCA must be Bangladeshi.
