An individual Health and Safety Expert is required to be engaged to enhance the capacity of the Roads and Highways Department (RHD) on Health and Safety Issues under the Investment Project. To maintain full compliance with the CEMWP and HSMP requirements and terms and conditions imposed by the Ministry of Health and Family Welfare and ADB’s Safeguard Policy Statement (SPS), to oversee and suggest measures to address any potential health and safety issues during implementation and to improve the efficiency of the overall project implementation, the Health and Safety Expert under the project will support the capacity enhancement for Health and Safety management. Under the direct supervision of RHD’s Project Director, the Consultant will be responsible for supporting PIU in implementing Health and Safety Standards and suggesting measures against any potential Health and Safety issues. During the assignment, special attention should be paid to the following: (i) Review the CEMWP and HSMP and suggest areas for improvement, if any. (ii) Suggest measures to comply with the terms and conditions imposed by the Ministry of Health and Family Welfare. (iii) Monitor health and safety issues during implementation and suggest necessary measures for improvement. (iv) Report health and safety issues as necessary.
