IFC also gives special attention to clients in less developed and fragile markets where businesses face additional challenges such as Nepal, Bhutan, Bangladesh, and low-income states of India.As a priority sector for Bhutan and the IFC, an agribusiness advisory initiative is being launched to support agribusiness development through the private sector. IFC in partnership with the European Union (EU) under the Accelerate Climate-Smart, Inclusive Infrastructure Investments in South Asia (ACSIIS) program seeks to support the Royal Government of Bhutan to enhance sustainable agriculture in Bhutan through private sector participation. The program will 1) explore investment opportunities in key high value chains (coffee, citrus, herbs, spices), 2) map the relevant private sector players willing to invest in Bhutan and 3) undertake an investor readiness workshop for MSMEs and startups to facilitate and eventually support an investment pipeline.In this context, IFC is seeking to engage with a consulting / expert agency to undertake diagnostics that will provide guidance in determining the area of agribusiness investment priorities in Bhutan. The assessments will include 1) Competitiveness of Bhutan’s high value agriculture sector for commercial production (domestic/export market); 2) analysis of gaps at the supply chain including at the smallholder/ farming level and providing recommendations for the same, and 3) mapping the market to explore / facilitate market linkages with potential private sector companies.Scope of Work: The Consultant will engage in conducting the following activities under the diagnostic:* Sector overview: Review of the existing strategies, rules/regulations and policies pertaining to the agriculture sector in Bhutan and any government schemes/policies/incentives focused on the specific commodity producing and exporting companies.
