The tender was published by AIDE ET ACTION INTERNATIONAL (AEAI) on 13 Jun 2023 for Tenders are invited for Consultancy for Mid-term Review the Consortium for Sustainable Alternatives and Voice for Equitable Development (CO-SAVED) Project The main objective of the mid-term review intends to review the relevance, coherence, effectiveness, efficiency, sustainability, impact and outcomes into CO-SAVED project, those include: • Review the improvement of community members living below the poverty line against the baseline; • Review the enhancement of employment opportunities and awareness of public services related to doing business and services; • Find out the change perception of and access to WASFI facilities in schools and public spaces which supported by project; • Study the improvement of community and school WASFI practices as compared to the baseline. • Review the awareness of LA's initiatives targeting Local Economic Development (LED). • Review the awareness of the benefits of education, the importance of environmentally friendly development (green growth) and risk associated with climate change. • Identify the improvement of education retention of out of school children • Study the improvement of a parent's level of engagement with regard to their children's education. • Review the improvement of doing business in the community • Recommendation for improving each of the criteria are shared (especially for the next steps of the project) • A suggested action plan corresponding to each recommendation is included in the assessment report In addition, the study should capture information that supports analysis of cross cutting issues as indicated in project documents, i.e.. working with vulnerable groups (children with disabilities, minorities, youth), and gender equality. The consultant(s) or firm must have qualification as in the following: o Team leaders should have a minimum Master's Degree in social studies or any other developmental field with minimum 10 years' experience in undertaking similar types of studies. o Team members should have relevant experiences in their respective areas with 7-year experiences including field level data collection and qualitative research in similar types of studies. o Strong capability and skills in conducting the field assessments activities with an agreed randomly selected Klls, o And FGDs and specific agreed structure qualitative questionnaires for Klls, and FGDs in the target provinces, conduct the Data entry, Data cleaning, Data verification, draft analytical narrative report. o Good track record competency in managing and organizing and interpreting quantitative and qualitative data and information. o Comprehensive understanding of the MEAL, tools development and drawing the information from the midline data and analytical report writing skills. o Good track record on respecting child rights, human rights, women, and diversity during the research process. o Effective in communicating with a wide range of stakeholders including senior government officials, European Union, and other donors, civil society, and local governments. o Demonstrated excellent writing and communications skills in English and Khmer.
