Bidder Eligibility Qualifications or Specialised knowledge/experience required o This task requires multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnels as a team with the following qualifications. Education: o At least a Bachelor’s degree or above in finance, economics, law, development studies or relevant fields. Accreditation: o A decent firm or decent consortium partners. Technical competencies and Experience: o Operation Manual § Possess an extensive experience in developing an operation manual from scratch for multi-donor programs with the contribution from the host government, preferably in clean water supply sector. § Possess an extensive experience working with major development partners in a development program design, advisory support for the program implementation, and impact evaluation. § Understand the development agenda of major development partners and thus could review and comment on the investment program of WDF to correspond to the former. § Demonstrate a technical capability to produce a sound operation manual that ensures transparency and enough flexibility for operation. § Demonstrate a commitment to GEDSI processes and outcomes and preferably able to demonstrate. experience in GEDSI integration in the government policies, strategies and other high-level documents. o Water supply expertise § Have a broad understanding and insight in clean water supply sector in Cambodia or any countries. § Possess an experience in supporting the private and/or public water operators in Cambodia or any countries through investment support (grant or concessional loan) and capacity building. § Understand GEDSI constraints in water sector in Cambodia and how to effectively address them. o Financial management and legal compliance § Demonstrate a technical capability in establishing financial management and accounting procedure which complies with national laws and international best practice. o M&E Framework § Possess an experience in developing the high-level monitoring framework. § Experience in GEDSI integration in monitoring frameworks. o Safeguard Policy Framework: § Understand the compliance requirements from international development partners. § Possess experience in developing safeguard policies with respect to gender, disability, and social inclusion (GEDSI), environment and climate resilience, mine risk management, child protection § Work health and safety, and prevention of sexual exploitation, abuse and harassment. o Institutional Development: § Experience in institutional gap analysis to build a strategic planning and action plan for capacity building. § Demonstrate a technical capability to integrate GEDSI into training materials, training methodologies and training deliveries (content and process). o Communication skills: § Excellent in reporting skills and visualising to deliver user-friendly materials. o Other Competencies § Demonstrate integrity and high ethical standards. § Display cultural, gender, religion, race, nationality and age sensitivity and adaptability. § Treat all people fairly without favoritism. § Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment. § Strictly comply with DFAT Child Protection Code of Conduct and policy (https://www.dfat.gov.au/sites/default/files/child-protection-policy.pdf).
