To achieve this; there is a need to better understand both the drivers of and outcomes related to availability; affordability and (to the extent possible) quality of NCD medicines and services provided through the private sector; including through retail pharmacies. The program will conduct multiple digital surveys and qualitative research activities among pharmacy professionals; pharmacy clients; pharmacy supply chain actors and other stakeholders to inform policy and program planning around medicines related to NCD care in Cambodia. The specific objectives of the consultancy are to: (i) Generate evidence on how and why policies and regulations around NCD related medicines in Cambodia are implemented as they are; as well as the role of private suppliers and pharmacies in NCD care; (ii) Understand from the supplier/provider pespective; health seeking behaviors in relation to NCD care; both for the general population and more specifically; beneficairies of different Social Health Protection schemes (Health Equity Fund (HEF); National Social Security Fund (NSSF)); (iii) Assess availability; prices; affordability; and quality of NCD medicines and screening products at private pharmacies; and(iv) Assess supply chain dynamics for NCD medicines and screening products through private pharmacies in Cambodia. The study will utilize a mixed-methods digital research approach to comprehensively assess the current state of NCD care through pharmacies in Cambodia. It will involve a cross-sectional survey of pharmacy professionals at retail pharmacies as well as a pharmacy audit with a subset of survey respondents. In addition; in-depth qualitative interviews will be conducted with key stakeholders such as policymakers (including selected representatives from the UHC TWG); pharmacy association/council representatives and supply chain actors as well as pharmacy clients to gain a deeper understanding of the regulatory; policy and market/health system context relevant to NCD care. The study aims to generate insights to inform policy and program planning discussions with key stakeholders such as the the General Secretariat of the National Social Protection Council (GS-NSPC); Mininstry of Health; the Pharmacy Council of Cambodia; and the Ministry of Economy and Finance; among others.
