The Ministry of Housing and Urban Development, Project Manager of the Sustainable Cities and Land Management Project (PVGFD) Research for the project implementation needs of a Land Administration Manager dedicated to Component 2 (REAF C2). Lieu de travail : Yaoundé Type of contract: Fixed-term contract. The duration of the first contract is a maximum of two years, with an evaluation every six months, in accordance with the Prime Minister's decree of October 6, 2023. If performance is satisfactory, the contract may be renewed. Financing: IDA Credit A:7793-CM and IDA Credit B:7794-CM.  2. Background: As part of its cooperation with the World Bank, Cameroon benefited from financing of 200 million USD from this institution to implement the Sustainable Cities and Land Management Project (PVGFD). The project development objective is to improve access to infrastructure and urban services and strengthen land management in targeted urban areas in Cameroon. The Sustainable Cities and Land Management Project (PVGFD) was approved on May 30, 2025 and will be implemented over a period of six (06) years, in accordance with the financing agreement to be signed by both parties and in compliance with the rules and procedures of the World Bank. The Sustainable Cities and Land Management Project (PVGFD) will be implemented in the cities of Douala and Yaoundé.  3. Missions and responsibilities: Under the supervision of the Coordinator of the Project Management Unit, the Land Administration Manager dedicated to Component 2 (REAF C2) and in collaboration with the other sectors of the PMU as well as the managers of the Technical Liaison Units (UTL) housed respectively in the Urban Communities of Douala (CUD) and Yaoundé (CUY) as well as the Technical Ministerial Liaison Unit (UTLM) housed at MINDCAF, He is responsible for technical support to the Technical Ministerial Liaison Unit (UTLM) housed at MINDCAF for the execution of all activities of component 2;  for the preparation of technical documents specified in the Project Implementation Manual (MOP);  for the coordination and monitoring of the execution of activities under the responsibility of the UTLM, and supports the UGP in the implementation in accordance with (MOP). Its mission will thus be to contribute to supervising the implementation of all the activities of Component 2 of the PVGFD. 4. Nature and understanding of the services Under the authority of the Coordinator, the Land Administration Manager dedicated to Component 2 (REAF C2) is responsible for: Supervision and monitoring of technical studies relating to Component 2 (drafting of terms of reference, examination and validation of Consultants' reports, etc.) in liaison with the UTLM; Participation in the award of contracts relating to Component 2 (preparation of files, support for the analysis of bidders' offers, support for negotiation with potential successful bidders, support for the drafting of contracts and amendments) in liaison with the UTLM; The organization of field visits with firms, businesses before the start of studies or goods; Supervision of the works as well as the services of Project Managers and other Consultants for activities related to Component 2; Supervision of the implementation of Component 2 infrastructure management and maintenance activities carried out by the Project. Updating the implementation schedule for the technical activities of Component 2; Evaluation of the performance of the actors responsible for implementing Component 2; Participation and monitoring of approaches aimed at strengthening the actors involved in the implementation of Component 2 activities; Coordination of the analysis of tender files and requests for proposals relating to Component 2 activities; The organization of periodic checks to ensure the proper execution of work relating to Component 2 activities; Participation in provisional and final acceptances (possibly) of works relating to Component 2 activities; Examination and comments on the various reports submitted by consulting engineering firms and companies at the different stages of implementation of infrastructure falling under Component 2 activities; Monitoring the strengthening of the works supervision function at the UTLM level; Monitoring compliance with quality, cost and deadlines in the planning and execution of works relating to Component 2 activities; Participation in the various information and training workshops under Component 2; Submission to the Coordinator of a monthly and/or quarterly written report including a description of his activities over the past months, the progress of each of the files, studies and/or projects, the difficulties encountered, the solutions recommended and applied, the work program for the following period; Ensuring compliance with the National Technical Reference Framework for the implementation of Component 2 activities; Participation in the consolidated evaluation of UTLM's Quarterly Operational Work Plans at the end of each quarter Support World Bank supervision missions in the field; Contribute to the development of the PTBA and the PPM; Develop annual operational work plans for Component 2 activities in conjunction with the UTM Manage deposits and guarantees; Participate in the validation of reports from different service providers; Approve the attachments and ensure the conformity of the accounts of the work actually carried out before payment; Participate in the validation of the various technical documents for the work and project management; Approve the attachments for project management services; Administer the project management contract; Support Monitoring-Evaluation activities; Support environmental monitoring activities All other activities necessary for the proper execution of Component 2. 5. Performance criteria The efficiency and performance of the Land Administration Manager dedicated to Component 2 (REAF C2) will be measured based on: ·          The PTBA for year N+1 is developed, transmitted and validated no later than October 31 of year N ·          The system for monitoring the progress of studies, works and contracts is available and functional ·          The expected targets of the results framework relating to the monitoring of construction sites or related operations and risks are achieved ·          PTBA activities falling within the scope of REAF C2 are implemented ·          Reports falling within the area of competence of REAF C2 are produced and transmitted on time ·          The recommendations of external audit missions are implemented within the expected deadlines ·          Any alert and follow-up notes are produced and transmitted to the thematic teams ·          The conduct of the REAF C2 is considered satisfactory ·          The overall performance of the management of the gender aspect or similar function is considered satisfactory 6. Selection criteria: - General qualifications:                                  ·         Hold a higher diploma of at least BAC+4 level, in a relevant discipline (Law, Urban Planning, Land Registry or similar) ·         Have at least twelve (12) years of general experience in the areas of state, land and cadastral management; ·         Be under 60 years old. ·         Have mastery of IT tools (Word, Excel, Powerpoint, etc.) and the Internet.    Suitability for the mission:  Have at least seven (07) years of professional experience as a Senior Expert or Project Manager/Head of Mission in a technical structure practicing in state, land or cadastral management in an urban environment. Proof of relevant experience in national land procedures and good knowledge of technological tools for digitalization and modernization of land administration (e.g. Land Information System, geodetic network, CORS stations, digital archives, etc.) Have knowledge of donor land directives and standards (EU, AFD, WB, ADB, FAO, etc.) as well as international good practices in land administration. Have good knowledge of contract management and project monitoring and evaluation.  Advantages: ·         Have specific experience in a project related to precarious neighborhoods in Cameroon or Africa. ·         Have a good knowledge of major projects carried out, ongoing or planned, in the land and urban sub-sectors, over the last ten years. ·         Having satisfactory experience in previous positions for similar or relevant projects would be an added advantage, ·         Proficiency in Microsoft Project software or equivalent.  Knowledge of the region and language: ·         Mastery of French or English, and good communication skills (written and oral) in the other language. 7.
