Tenders are invited for Recruitment of a Firm or Studies Office Having to Realize the Study on Trends Electronic Certification Activity in Cameroon and the Development Mechanisms of a Local Certification. The Cabinet or design office will be responsible for providing the following services: Phase 1: inventory and diagnosis This involves collecting data relating to the inventory of electronic certification. a) inventory - identify banks and other financial institutions with a public key infrastructure; - identify the sub-contracting banking structures in the electronic certification; - identify the structures with hosting infrastructures and practicing in the certification on the national territory; - identify the other structures carrying out an electronic certification activity (issuers, users and sellers) of electronic certificates in Cameroon; - identify the types of certificates used in Cameroon distributed by structure; - collect data relating to the activity of these certificates (average price by type of certificate, number of certificates used per year and annual turnover of the certification activity in Cameroon, etc.); - identify all regulatory texts related to electronic certification; - identify the losses of any kind caused by the non-use of electronic certification in the national cyber space; - make a benchmark of practices in terms of electronic certification in countries with a level of development comparable to Cameroon; b) diagnosis - exploiting and analyzing the data resulting from the collection; - evaluate the contribution of the electronic certification activity on the security of the national cyber space; - highlight the strengths, weaknesses, opportunities and threats related to the electronic certification activity in Cameroon. - to deduce from it the problems which hinder the development of a local market of certification on all the plans in particular the legislative, regulatory, institutional, organizational, technical and technological plans. - analyze the causes as well as the effects of these problems. - highlight the economic issues of the electronic certification market, particularly on the sale of TLS certificates and the use of electronic signatures by companies and individuals Phase 2: concrete proposals for the development of a local electronic certification market. This phase will involve proposing a strategic plan for the development of a local certification market by highlighting, among other things, the shortcomings of the legal, regulatory, institutional, organizational, technical and technological framework.
