Tenders are invited for Recruitment of a Project Owner Technical Assistant (Amo) for Social Engineering Studies and Technical Support to the Coordination Unit The project consists of (i) restoring water2 to the Bahr Linia from its intake to Karkam, ie approximately 70 km (technical component no. 1), in order to develop irrigated agricultural activities, particularly market gardening, or fisheries. Given the tensions over land and water resources that can result from the increase in the availability of resources and the production potential of agricultural plots, the Bahr Linia project also provides for the establishment of a consultation process before lead to a land management strategy in the area and water resource management within the scope of the project. It also provides for constant technical support and advice to the contracting authority (coordination unit) in all project activities. The sector developed as part of the project is characterized by the cohabitation of farmers and herders, sedentary or transhumant, and the proximity to the capital N'Djamena located about thirty kilometers away and connected to the town of Linia by a paved road. Several types of land pressure, already known, are likely to increase once the Bahr Linia developments have been completed. This request for proposal is part of the activities of this 2nd component. The duration of the Technical Assistance operator's service covers the entire project period, i.e. 48 months and distributed as follows: (i) a firm phase of 24 months and an optional phase which will depend on the extension period of the project and the availability of financial resources. Its mission is to draw up, by co-construction with the local populations and the actors concerned, the plan for the development and development of agricultural, livestock and fish farming activities of the Bahr Linia hydro-agricultural development project. (PAHA-BL). The Technical Assistance operator also has the mission of producing assistance for the structuring, organization, development and sustainability of the organizations promoted with the project, such as the Association of Users of the Bahr Linia Hydro-Agricultural Network ( AURHA), and the Land Management Committee (CGF). Finally, it will also have to plan to support the implementation of plant engineering activities complementary to the hydro-agricultural development works in order to stabilize the banks while offering the beneficiary populations new sources of income, and to support the structuring of the sectors. agricultural and livestock farming essential to the generation of income from production in the zone of influence of the developed Bahr Linia.
