Highlight the most effective systems (tools, mechanisms, activities, etc.) to respond appropriately to the needs of HRDs; - Identify, for each of the three countries (Togo, Côte d'Ivoire, Madagascar), the tools and mechanisms for the protection of HRDs currently offered by the diplomatic actors present at the local level. Highlight good practices as well as mechanisms that are not adapted to the needs of HRDs or that are missing. Particular attention should be paid to the inclusion or non-inclusion of groups of HRDs working on so-called “sensitive” issues (women's rights, LGBTQIA+ rights, fight against corruption, etc.) in existing protection mechanisms. ; - Identify, for each of the three countries, which strategies and action levers inspired by the good practices identified by the study should be implemented in French embassies in order to make the protection of HRDs effective in the 3 target countries, in accordance with local needs. This identification work will be continued and deepened at the end of the study by the project team. Expected deliverables - A first document devoted to good diplomatic practices for the protection of HRDs identified around the world. - A study for each of the three countries identifying the diplomatic protection practices in force as well as possible ways of applying them. The study will take place from the end of July 2023 to January 2024. Submission of bids no later than 07/17/2023 at 6 p.m. (Paris time) ..
