Project Development Objective The regional project will enhance and financial inclusion and value addition of pastoral economies in the HOA, with key results: (i) Increase in the number of pastoral production groups having access to financial services, and Trade Facilitation de-risking and capacity building (access to markets, skills, technology), disaggregated by gender, (ii) Increase in the production and trade value of selected pastoral production groups, (iii) Number of regional trade facilitation activities successfully implemented, (iv)Every S1 of public sector investment through IDA mobilizes at least $2 of private capital. To increase the efficiency of the processing of procurement under the project, in line with WBG policies and guidelines, as well as to provide all the necessary support to procurement staff at the Ministry of Science and Technology on international procurement, the hiring of procurement specialists becomes unequivocal. The appointment of the specialist will assist in the smooth start-up and increase the speed of the project implementation at the ministry. The Procurement Specialist will report to the Project Coordinator and will have major duties and responsibilities as outlined in paragraph 3 below. The objective of the Assignment The objective of the assignment is to obtain the services of a highly qualified procurement consultant who will assist the National Quality Infrastructure Development Project in the efficient processing of procurement and contract administration as well as to provide all the necessary support to procurement staff in the project beneficiary institutions on international as well as national procurement of goods, works and services.
