The services of the consultant shall consist of provision of Role Specific Business Skill Development Services for 2800 owners and staff of 632 MSMEs operating in Amhara, Oromia and SNNP regions, through Continious consulting and training sessions, which will be organized in Oromia, Amhara, and SNNP regions (including newly formed regions from SNNP). The contract is for three years with an annual review for satisfactory completion in order to continue the assignment.The services include identifying the business skill gaps with the owners and staff of 632 AgriHub supported MSMEs (Majority of the enterprises are Agricultural One Stop Shops (AOSS ), Direct Input Marketers (DIM), Cooperative Based Seed Producers (CBSP), Mechanization Service Centers (MSC), Integrated Shallow Ground Water Irrigation Development (ISGWID), Horticulture Seedling Growers Association (HSGA)), designing Business diagnostics & advisory, providing tailormade and role specific business skill development trainings. The advisory and training subjects are related with business administration, agricultural economics, economics, marketing management, Agribusiness, Management, Accounting, Finance or Commerce. The location of the assignment will be at the capital or preferred towns of Oromia, Amhara, and SNNP regions. The Ethiopian Agricultural Transformation Institute (ATI) hereby invites Applicants to show their interest in delivering the Services described above. This Request for Expressions of Interest is open only to Consulting Firms with physical presence in all regions or have partner firms in the regions. Eligibility criteria for AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD Financed Contracts in Foreign Countries", available online on AFD's website: http://www.afd.fr. The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications. If the Applicant is a joint venture (JV), the expression of interest shall include: • A copy of the JV Agreement entered into by all members, or • A letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal, In the absence of this document, the other members will be considered as Subconsultants. Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications. Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. Determination of the similarity of the experiences will be based on: • The experience of the firm in providing similar services (type and magnitude of service) • The nature of the services as explained above. • Registration in Ethiopia. • knowledge on local businesses and languages ​​in the project intervention areas, • With regard to the required technical area and expertise, the consulting firm should be an independent legal institution having technical and managerial capacity to manage provision of BDS services and trainings across 3 regions; and able to deploy competent and committed advisors and trainers; plus should have other professionals with analytical capacity to ensure the quality of the business development services. For a JV, its leader and any member that has its registered office outside the Client's country shall fulfill each of these criteria. An application that does not meet any of the aformentioned requirements will be rejected. Among the submitted applications, the Ethiopian Agricultural Transformation Institute (ATI) will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
