Tender Description:

The area of ​​the South Ostrobothnia welfare area will be procured through this competition personal assistance assistant service as a purchase service. The procurement contract is for the period 1 April 2024-31 March 2026 fixed, after which the contract is valid indefinitely, however no more than five (5) years. The procurement is divided into parts. The object of the procurement is the Disability Services Act (2023/675) Personal assistance according to § 9 and § 10, which is acquired as a purchase service from a private person from the service provider. It is a social security in accordance with Appendix E of the Procurement Act (1397/2016) and health service procurement. Regarding the production of the personal assistance purchase service in Southern Ostrobothnia the welfare area is divided into three geographical parts (areas 1, 2 and 3). Regions the geographical formation and the number of customers are described below in the request for tender. The tenderer can give his offer in either one or more parts. Each bidder can to be selected in the bid comparison for only one area. The one with the lowest comparison number bidder wins. If the bidder wins by more than one in the bid comparison area, it will be selected in numerical order for area 1-3. Example: Provider A has offered the lowest price for all areas 1-3. Bidder A will be selected for the area 1. For area 2, the second (2.) became bidder B. The need for help may vary from customer to customer due to functional capacity and the course and condition of the disease. Realized number of assistance hours may be lower than what has been granted to the customer by an official decision. To buy the number of hours of the service varies depending on the customers needs. The request for quotation applies also new assignments during the contract period. Service products: 3.1 Personal help for daily activities for clients living at home 3.2 Personal help at home outside 3.3 Professional personal assistance for daily activities and home outside 3.4 Substitute arrangements for personal assistance, applies to customers who act as employers themselves (e.g. planned or sudden by a permanent assistant off work) 3.5 Substitute arrangement for professional personal assistance, applies to customers, who act as employers themselves and need professional personal help (e.g. planned or sudden leave of absence by a permanent assistant) of service products Regarding 3.1, 3.2, and 3.3, the service must be started according to the order or at the latest Within 14 days of the order. The service is implemented every day of the week, as a rule, between 7:00 a.m. and 6:00 p.m., but also at other times of the day. The help the customer needs can be divided into several visits during the day and a part the visits are about 1-2 hours long. The customer defines when he wants that the assistants visit takes place.
