Context of the project With a view to building capacity to make Caritas in the Africa Region fully operational, which also includes the Islands of the Indian and Atlantic Oceans, Secours Catholique Caritas France (SCCF) has initiated Institutional Development and Organizational Strengthening Programs (DIRO) . The third phase of the Institutional Development and Organizational Strengthening Program is entitled “Personalised Local Support for Organizational Strengthening, Change and Commitment” (APPROACH). It stretches over the period from 2020 to 2023 and its responsibility for strategic management as well as its implementation is entrusted to Caritas Africa which has its Regional Executive Secretariat (SERCAF) in Lomé, Togo. (see resource document) The SCCF has put significant resources into these 3 phases of the DIRO program, as coordinator and then as technical and financial partner of the program. In a decade, the DIRO program has changed the SCCF on several aspects, and in particular the practice of capacity building for our international partners, which goes beyond the program. Capitalization project 1. Challenges The planned capitalization will be supported by Secours Catholique with the aim of contributing to the strategic reflection on the strengthening of the capacities of its partners within the SCCF and on the development of SCCF practices in terms of support. This capitalization will feed the partnership strategy of the SCCF's international action department, which is currently being revised. The capitalization of 12 years of the DIRO program should allow the SCCF and its Caritas partners involved in the process to look back on this long experience of capacity building for Caritas and their Caritas Africa network head. It should address issues: – Strategic: networking, positioning the national Caritas in their role of strengthening their network, strengthening the head of the network (Caritas Africa) and transfer of phase 3 to the head of the network – Methodology: Change-oriented approaches, Knowledge Management, Personalized local support, Reinforcement between peers – Partnerships: accountability and commitment of Caritas Africa, commitment of National Caritas, added value of the program and articulation with the institutional support of the SCCF The capitalization will focus on 3 objects: – The creation of the DIRO program and its evolution within the SCCF and Caritas Africa. – Capacity building process (DIRO: systematization and dissemination of the process) – Accompaniment of Caritas for their capacity building At the end of the program agreement cycle (12 years), we note that this process has changed the partnership relationship of the SCCF with the Caritas in Africa and the articulation between different types of support for organizational strengthening and the functioning of the Caritas. This capitalization will be used to rethink the objectives and means of these different supports, with a view to their evolution. It constitutes a space for dialogue with partners and CSO strengthening actors on these developments and prospects.
