The program's commitment is to targeted investment in key health issues and those most at risk, to achieve significant population-wide improvement. The notion of sustainability is at the heart of the activities deployed. Evaluation objectives : This is an end-of-phase evaluation (2021-2023) of a program agreement financed by AFD . This is the first phase of this program agreement, which took over from single or multi-country projects also supported by AFD (since 2011 for Madagascar and Malawi, since 2018 for Mozambique). This evaluation is therefore based on a relatively long program history rich in lessons, and aims to guide the next phase of the program agreement which will extend over the period 2024-2026. It is therefore considered to be a final evaluation with regard to the phase which is ending, but also an evaluation capable of initiating a long-term reflection on the following phases of the project. This evaluation will build on evaluation exercises previously carried out in 2014, 2017 and 2020-2021, but is built on a slightly different model. Beyond the validation of the results obtained and the expected strategic recommendations, the evaluation should also make it possible to lay the foundations for a continuous evaluation during the next phase (2024-2026), the aim of which will be to strengthen the expertise of Inter Aide in terms of evaluating the practices and results associated with the program . The general objectives of the evaluation will therefore be: 1- To validate the results obtained in improving the health of young children , according to the logical framework of the program agreement. 2- To evaluate the strategic model put in place to achieve the objectives at stake, according to the context of intervention. 3- To define the framework of a continuous evaluation on the next phase , in order to improve the internal monitoring and evaluation capacity at Inter Aide..
