The tender was published by Purchasing and Insurance Department on 21 Jan 2026 for Transformation of accounting and procurement on sap s 4hana Project description The aim of the project is to convert the current SAP ERP system to SAP S 4HANA for the areas of finance controlling budget third-party funds and procurement in conjunction with the redesign of the existing work processes The Max Planck Society MPG consists of 84 legally dependent institutes primarily in Germany two legally independent institutes and a central general administration based in Munich All institutes and the general administration currently work in a common SAP system and are organized in their own company codes The two legally independent institutes are their own clients A legally dependent institute still has its own SAP system and is to be integrated as part of the transition to SAP S 4HANA The Max Planck Society is responsible for the central maintenance of the system and support The technical project management for the transformation project is located in the general administration The operation is divided into 1st 2nd and 3rd level support and is provided in a mixed form between internal and external employees SAP hosting is outsourced to an external hosting service provider With exceptions SAP basic services are provided by the external SAP hosting service provider The existing SAP system is the central software for administration and has various interfaces including to SAP HCM SAP SRM and SAP BW4 HANA as well as to special processes such as for the processing of construction projects Incoming invoice processing is carried out using xSuite The MPG reports in accordance with the German Commercial Code HGB but due to its role as a recipient of federal and state funding it also has a reporting obligation under public budget law There are also further reporting obligations to various third-party funders The main MPG requirements for mapping in SAP S 4HANA are - Illustration of an integrated accounting system consisting of financial accounting controlling and budget management - Illustration of commercial business transactions for the preparation of annual financial statements under commercial law - Illustration of payment-oriented accounting to fulfill budgetary requirements - Illustration of a tax sphere calculation to fulfill the requirements of non-profit law - Illustration of the EU separation bill - Illustration of medium and short-term financial planning with budgets including the subsequent budget management processes - Mapping the life cycle of third-funded projects for various donors - Illustration of cash pooling for the organizational units of the MPG - Mapping workflow and catalog-related procurement The project approach is a greenfield approach with the aim of designing business processes in the future so that they are if possible mapped to the SAP standard The working hypothesis is to operate the system in a cloud scenario If this is reasonably possible in a public cloud scenario this is preferred The MPG is looking for an implementation partner who together with the internal project team will redesign and implement the processes in finance controlling budget third-party funding and procurement and then roll out the system to all organizational units The following services should be part of the award - Advice on the conversion scenario and the SAP solution portfolio to cover technical needs - Technical and system conception including creation of target processes in SAP Signavio LeanIX in a prototype - Realization with tool support through Focused Build in the Solution Manager including connection to surrounding systems - Test management - Support with training management including implementation including knowledge transfer for the transfer of operations for all target groups - Consistent change management - Implementation of the project using the SAP Activate Methodology - Go-Live and extended Go-Live support The following are not subject to the award - Necessary SAP licenses - Ongoing operational support service for the legacy system after project completion The time frame stipulates that the contract with the implementation partner will be concluded around mid-2026 and the gradual go-live should take place by January 1 2030 at the latest However a binding project plan still needs to be developed as does a suitable rollout scenario.
