The Office of the Senior Presidential Advisor (OSPA) has received financing from the World Bank toward the cost of the Public Sector Reform for Results Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) amongst others include assessing the factors that influence the practice and mainstreaming of M&E vis-à-vis the National M&E manual within Ghana's public sector. The findings will be applied to enhance evidence-based decision-making by high level government stakeholders. The specific tasks of the consultant are as follows: • Review existing literature and identify gaps on Monitoring and Evaluation (M & E) Practice in the context of the National M&E Manual • Conduct study on M&E practice within the public sector based on the outcome of the literature review. The detailed Terms of Reference (TOR) for this assignment, including shortlisting criteria and assignment duration, can be obtained by email from the Project Coordinator at the email address given below. The OSPA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services in the TOR..
