The project will include the following components: COMPONENT – 1: Strengthen State Capability and Establish an Integrated Social Protection System COMPONENT – 2: Strengthen Last Mile Delivery of Social Care Services and Benefits COMPONENT – 3: Pilots to Enhance Resilience and Productivity of Persons with Disabilities COMPONENT – 4: Contingent Emergency Response Component (CERC) Goods/Office equipment: The procurement of goods under this project will be such as assistive and supportive devices for the education purposes for the differently abled persons and computers and its accessories, Software, furniture etc. battery-operated wheel chairs, smart phone, motorized sewing machine, modular artificial limb, reflective folding stick, tricycles, foldable wheel chair, C.P. Chair, Crutches, magnifier, Daisy Player, Braille Watches, Electronic Braille Reader, Physiotherapy Equipment, Newborn Screening equipment, Procurement of Mobile Therapy Vans, Modular Reflective Folding sticks etc; which will be useful for differently abled persons with different disabilities. Civil Works: The civil work includes, Construction of new office building for DWDAP. Repairs and renovation of existing building at district level. The civil work activities will be taken up by the DWDAP during second/third year of the project implementation. Non-Consultancy Service: Training and roll out of life skills training, Skills Training and Entrepreneurship Development, facilitate human resource strengthening and performance management system, Training and Capacity Building including TNA, Development of TLM etc. Consultancy Service: Some of the important consultancy services envisaged under this project will be Nutrition and IQ Assessment study on special school children, Conducting of Access Audit in Public Buildings, Development and implement a Mobile First (APP) & Web Portal (ERP), Establishing and running the differently abled employment and livelihood canters (DELC), Mobile Therapy Vans Internal Modification, Development of life skills curriculum / modules, hiring of individual consultants for various activities and or in the field of various types of disability rehabilitation development. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 as amended on November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. As on the date of this GPN publication, none of the envisaged activities requires international competition.
