Ocean plastics pollution is a critical global challenge that requires regional, national and local action. It is estimated that at least 14 million tons of plastic end up in the ocean every year. In the last decade, Southeast Asia has emerged as a hot spot for plastic pollution—making up half of the top 10 contributors to mismanaged plastic waste that reaches rivers and seas. Countries such as Indonesia, Philippines, Vietnam, Thailand, and Malaysia are top generators of mismanaged plastic waste with adverse impacts on key economic sectors like tourism and fishing and livelihoods of vulnerable coastal communities. In response to the growing marine pollution threat, the ASEAN Member States (AMS) adopted the Bangkok Declaration on Combating Marine Debris and the ASEAN Framework of Action on Marine Debris in June 2019, structured around the pillars of policy, research and innovation, consumer awareness, and private sector engagement. The AMS endorsed the subsequent Regional Action Plan for Combating Marine Debris in the ASEAN Member States (ASEAN RAP), structured along the same pillars, in May 2021. The ASEAN RAP includes an action to establish a platform for EPR knowledge and implementation support for AMS (Action 13). Another RAP action related to EPR is on regional guidebook on standards for responsible plastic waste trade, sorted plastic waste and recycled plastics (Action 3). EPR is regarded as a policy instrument that sets the framework of plastic waste sorting and recycling that eventually contributes to the use of recycled plastics as a secondary material/alternative to virgin plastic. The objectives of this project is: 1. To stocktake both successful experiences and challenges and lessons in EPR implementation 2. To develop EPR implementation readiness assessment framework and tool (Excel-based) that supports the AMS in identifying the possible gaps in EPR implementation and the types of plastic packaging and geographical areas to initiate the EPR implementation 3. To assess the EPR implementation readiness of the AMS (categorized into two groups: group a: Indonesia, Malaysia, the Philippines, Thailand and Vietnam and group b: Cambodia and Laos 4. To put forward the policy and operational recommendations and guidance to improve the EPR implementability and readiness depending on the results of readiness assessment.
