Although already planned as part of regular organisational review processes, the imperative for this body of work has been reinforced by Trócaire’s recent certification against the Core Humanitarian Standard, which seeks to ensure coherence between global organisational policies and their applications at project/programme level. Scope of Work A phased approach to this remote piece of work is envisaged, as follows: Phase 1 Documentation Review Inception Report & Meeting with Advisory Group Finalisation of Sample, Methodology and Tools (e.g.: FGD Discussion Tool) Phase 2 Country Consultations Data Analysis Draft Report and Recommendations, Presentation to Advisory Group Phase 3 Consultation with Global Functions (as needed) Second draft of report and recommendations, circulated for wider comment Report Finalisation Proposed Methodology Inception meeting: This review will begin with an inception meeting with the consultant to clarify the expectations and deliverables of the review. Desk Review: Review relevant documentation and resources, including Trócaire’s Organisational Risk Management Framework, standard risk categories, and technical guidance (as outlined in the annex to this ToR). It is also proposed that, following the finalisation of a country sample and country consultations, a comprehensive review of risk documentation and profiling of systems will be conducted for at least one country programme. Consultation with Country Offices: Remote consultation with a representative sample of 2-3 countries from Trócaire’s global portfolio of humanitarian, development and nexus programming, including: All representatives of the Country Management Team (Country Director, Finance and Administration Manager, and Programme Manager) Programme Technical Advisors/Officers and MEAL Staff, as applicable Programme Accountants Institutional Funding Officers Consultation with Global Functions (as needed): Remote consultation with relevant members of global teams may prove instructive in the event that consultations with Country Teams identify areas which require further discussion. A list of potential staff will be provided, but includes members of the Humanitarian, Programme Impact and Learning, and Development Programmes Teams, along with members of the Standards and Compliance Unit. Report Writing, Review and Finalisation: Develop draft report, country case studies and recommendations for revision to organisational documentation and circulate to relevant stakeholders for review and feedback prior to finalisation. Final Products (Deliverables) Report which includes: Summary of purpose, methodology and sampling Identification and description of good practices (existing or recommended) on supporting partners to identify and manage/mitigate risks and unintended negative effects caused by project interventions/activities Identification and description of good practices (existing or recommended) on the integration of project and programme activity risks into a single, comprehensive risk management approach at country level that accounts for all risk areas Summary of country reflections on risk management, conclusions and recommendations. Reflection of Protection Mainstreaming / Safe Programming principles demonstrated in the design of the comprehensive risk management approach Soft/electronic copies of all materials, data collected / analysed and other evaluation documents must be submitted. All data gathered will be considered the property of Trócaire and consultants will be required to review and sign a Data Processing Agreement in line with EU GDPR regulations. Timeframe Eight to twelve days over a six-week period (April – May 2023). Experience/Skills: Essential Significant experience (i.e. > 5 years) working in partnership with local and national NGOs in the development/humanitarian sector 5 years’ experience in humanitarian and/over development programme management (design, delivery and evaluation). Proven capacity and experience in developing technical guidance, training materials and similar resources to support quality programming Proven knowledge of Core Humanitarian Standards, protection mainstreaming/safe programming, Do No Harm and associated concepts Desirable Organisational Risk Management Experience How to apply Please submit a detailed CV which outlines your experience in relation to the essential requirements for this consultancy outlined in Section 11 (below), along with: An outline of the proposed approach to the project, including methodology and a brief work plan Proposed timeframe for the project and measures in place to ensure project is completed within the agreed timeframe.
