Conduct a rapid evaluation of KCDF’s 2019 to 2023 strategic plan (SP) reviewing KCDFs governance, operational & programmatic challenges, achievements, lessons learned and opportunities, taking into account issues of relevance, effectiveness, efficiency, impact and sustainability. www.kcdf.or.ke/images/KCDF_Strategic_Plan_2019_2023.pdf b. Facilitate an evaluation feedback and validation workshop for the 2019 – 2023 SP. c. Conduct a desk review of KCDF’s work, analyzing the socio-economic and political environment (using PEA lens) within which KCDF has been operating during the review period and the overall situation of community development, philanthropy and grant-making in Kenya. d. Facilitate strategic planning and review workshop(s) for the KCDF board, staff, and stakeholders. e. Use the generated evidence to design KCDF’s theory of change and design the next round of the KCDF Strategic Plan that willspell out KCDF’s comparative advantage and competitive niche and provide beacons for future policy, grant-making and programmatic orientations. f. Draft a five-year elaborate strategic plan covering the period 2024-2028. This will include: - An innovative, dynamic and robust business model that will support KCDF’s structure and capacity to efficiently and effectively deliver on its mission, assessing the level of human, technical and financial resources KCDF will require for the nextstrategic period. - Development of a robust MEL framework. g.
