The objective of this consultancy is to engage a consulting firm to undertake feasibility study, cost benefit analysis, detailed design and tender documentation for Kahawa West and Karen wastewater stabilization ponds. The specific objective of the assignment includes but not limited to: i. Examine and verify the proposed scope of works and offer professional recommendations on any gaps that may have been unforeseen by the client, which could prevent the project from achieving its objectives. ii. Carry out a detailed review of the existing sewerage situation in the areas draining at Kahawa West Ponds and Karen Ponds and prepare of a detailed sewerage feasibility plan for the area up to the year 2050 with proposed costs and implementation schedules. iii. Conduct an analysis for options for wastewater treatment, sludge disposal and their cost benefit. iv. Provide detailed designs complete with geological and geotechnical investigations, and design criteria assumptions of the viable options for the Kahawa and Karen sewerage treatment works. v. Prepare tender documentation for the works contract packaged for implementation including design drawings, technical specifications, cost estimates and bill of quantities, and bidding documents. vi. Prepare the Environmental and Social Impact Assessment of identified project components and undertake preparation of Resettlement Action Plan (RAP) / Livelihood Restoration Program (LRP) studies and Valuation Rolls for identified project components. The consultancy services will be carried out over a period of 12 (Twelve) months which will cover feasibility study, cost benefit analysis, detailed design and tender documentation. The Athi Water Works Development Agency (AWWDA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. The shortlisting criteria are: a) Experience in similar assignments – has carried out at least 3No. similar assignments of capacity not less than 5,000m3/day in the last 10 years b) Experience in similar conditions c) Availability of appropriate skills amongst staff eg, Wastewater Processing Engineers, Water Engineers, Sanitary/ Sewerage experts, Electromechanical engineers, Surveyors, CAD experts, environmentalists, sociologists. d) Experience in undertaking ESIA and RAP Studies. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with Guidelines for recruitment of Individual Consultants under the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank's website at http:/ /www.afdb.org. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
