Assistance to the two signatory Parties to the Pact in: i. the deployment of the initiatives planned in the Pact both at the transversal level and at the sectoral level by: - the development of strategic orientations; - the realization and management of the commitments made by each of the Parties; - communication and popularization of the Pact and its opportunities; ii. the optimal and efficient execution of the industrial development plan established within the framework of the Pact, particularly on the aspects of improving the business climate (development of the resulting regulatory texts), financing (establishment of the National Industrial Development Fund and leasing) , infrastructure (establishment of Industrial Zone ZI / Special Economic Zone SEZ) and training (establishment of training centers and any action to strengthen the capacities of stakeholders; b. Assistance to the National Council for the Industrialization of Madagascar (the 'CNIM'), the steering and monitoring body of the Pact, in: i. the accomplishment of its missions and responsibilities and those of its sectoral monitoring committees, as much as necessary; ii. the development of a detailed action plan for the first two years of operation of the CNIM including the key steps to be taken and monitoring indicators to measure the progress accomplished; iii. monitoring and evaluating the execution of strategic orientations and commitments, in accordance with the principles of management by objectives, by: - continuous information collection and performance measurement at each stage of completion - determining corrective measures and adjustments;.
