The Gap Analyses findings will serve as evidence that will contribute to social services design to increase access to them, improve the quality and cost efficiency of social services, and strengthen capacity to deliver in each newly established TSAA. These analyses will inform the investment plan to increase the quality of social assistance delivered to vulnerable groups. The replicable methodology to nine reorganized areas addresses and/or includes: Mapping the existing social services in the nine reorganized territorial areas, including social services provided under the minimum package, and compare to the best social services provided as well as identify the gap against the demand for social services, need for services; Design of assessment frameworks to be applied within the Gap Analysis and potentially used in the future by MLSP; Develop data collection tools (e.g. interviews with stakeholders, focus group discussion with final beneficiaries); Assessment of the vulnerable population's access to the existing social services in nine reorganized territorial areas and development of recommendations on ensuring accessibility to services; Identification of gaps between the needs and current social services, and identify root causes of it; Assessment to which extent the essential social services in the nine reorganized territorial areas meets the minimum quality standards; Cost efficiency of delivering the essential social services in nine areas as well as benchmarking on national average, the most effective and efficient option and identify the recommended cost; Assess capacity to deliver, particularly the management of service delivery, and other challenges of human resources at the local level; Impact analyses on the quality of life of social services beneficiaries as part of the overall monitoring and evaluation process.
