Analysis of the legal environment: • Review and analyze current circumstances, including legal, institutional, regulatory framework for energy efficiency and conservation in the construction sector. This includes energy, construction and building energy efficiency (sub)sectors. • Conduct a comparative analysis of the regulations pertaining to energy-saving initiatives in the construction sector, as delineated in the national-level legal documents of Mongolia. – Analyze coherence, gaps, overlaps among/between key legal and regulatory documents across subject (sub)sectors. The analysis should include institutional arrangements and coordination and coherence among key institutions. The NDC and Government policy on Construction sector includes targets and actions for energy efficiency in the construction sector. However, progress remains unsatisfactory, partially due to the inadequacy of legislation governing matters related to the enhancement of building energy efficiency. Moreover, despite the update of the norm pertaining to the overall enclosure of buildings that ensures heat consumption (Building code 23-01-09) within the Mongolian building code, there remains a deficiency in legal regulations aimed at improving the energy efficiency of existing construction and facilities. – Determine how relationships concerning the construction sector, including energy conservation in precast panel buildings, are regulated within the framework of the Law on Energy Conservation, Law on Construction, Law on Urban Development, Law on Housing, and other relevant construction sector legislation and regulations..
