Request for proposals are invited for Consultancy Service to Conduct an Institutional and Technical Capacity Needs Assessment of NAMA Support Project Public and Private Stakeholders on Building Energy Efficiency in Mongolia GGGI Mongolia works in cooperation with Ministry of Construction and Urban Development (MCUD), Mayor’s Office of Ulaanbaatar City (MUB) under a Grant agreement of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH for the Implementation phase 1 of the “Energy Performance Contracting for Residential Retrofitting in Ulaanbaatar City”, a NAMA Support Project (NSP). The NSP envisions transforming the residential building sector in Mongolia to be energy efficient and facilitating implementation of the Nationally Determined Contribution (NDC) targets. The NSP is designed to jump-start a large-scale thermo-technical retrofitting (TTR) program and create the market conditions to scale up investments in energy efficiency. The NSP consists of technical cooperation (TC) and financial cooperation (FC) to break the deadlock of financing Mongolia’s residential building energy efficiency. The FC component introduces the Building Energy Efficiency Facility (BEEF) with a revolving nature to mobilize funding from public and private sectors and scale up the residential retrofitting. Within the scope of the NSP, at least 150 precast building blocks will be retrofitted, and a revolving BEEF will be established to help cover the upfront costs of the TTR and mobilize funding from both the public and private sectors to scale up retrofitting. TC will be a crosscutting component to facilitate the FC and its sustainable impact in the partner structure.The technical and financial assistance under NSP will help to build up the institutional and technical capacities of key stakeholders (such as MCUD, MUB, Housing and Public Utilities Company of Ulaanbaatar city (OSNAAUG), Homeowners’ Association (HOA)s, Construction Company (CC)s etc. regarding the building energy efficiency. Currently it is assumed that all stakeholders have institutional and technical deficiencies with regard to preparation and implementation of TTR measures. In the implementation Phase 1, the groundwork of the project will be laid to achieve different outputs of the NSP. For the Output 2 the capacity needs assessment of crucial public and private stakeholders of the NSP on building energy efficiency is envisaged. The assignment shall be completed within a period of 10 weeks after contract signing. The tender submission deadline is April 10, 2023 16:00 Hrs KST. The virtual pre-bid conference is scheduled for March 23, 2023 11:00 am KST (10:00 am Ulaanbaatar Time)
