The new web database should be able to: - Extract and convert data to MS-SQL server using the TAB tool, then apply quality control measures to identify qualitative and quantitative errors using a data filter tool; - Enrich sub and specialized web databases and process data from all 318 stations in the National Meteorological Observation Network to provide six main meteorological data products to end users via an internet-based web service; - The service shall include advanced tools for an online payment; - Website should be have both language options of English and Mongolian with language selection command and interface B. Configuration of the currently existing server technologies to meet the following specifications: - Install and configure a licensed Windows Server operating system (2016-2022) - Use MS-SQL / MySQL for data storage; - Receive data through the internet and dedicated protocol; - Design a web-based user-friendly dashboard for processing and displaying data extracted from the server using user command request; C. Processing hourly data of six meteorological elements from all stations and posts from 1985 to 2022: - Store the data uniformly in MySQL database and link station names with indexes; - Create user accounts in the system to store user information and a log data of received services and payments; D. Development of web-based interface that is dynamic, modern, and easy to understand by integrating the display/dashboard to show each meteorological element with a combination of icons; E. Creation of separate administer (admin) and user access and a script for coupling Qpay technology to allow the website to interact with payment platforms. At admin level, it should have full access to an infographic list and status of all requests (log), as well as user and billing information. At the user level, access to the system should enable registration/deregistration, retrieval of required data by selecting station name, start and end dates of time scale, meteorological element types, and payment of bills through Qpay. All request logs from the user shall be kept at the server in query format; F. Conducting User Acceptance Testing of the website before its launch & hand over G. Development of a user manual and instructions related to installation and configuration H. Training of the users on the use of the system based on the user manual I.
