Technical Assistance for the Modernization and Improvement of the Performance of the Radeet Drinking Water Network The services of this call for tenders will take place in three phases: • Phase 1: Diagnosis of the existing sectorization of the AEP distribution network and of the customer management and micro-metering system of RADEET on the technical and commercial level ; • Phase 2: Study and development of performance improvement action plans • Phase 3: Assistance and support for RADEET in the implementation of action plans for the improvement of performance and customer management as well as the modernization of the water management service. An EU grant delegated to AFD will finance accompanying measures, mainly technical assistance to RADEET to support the program's management, the modernization of management and operation as well as the improvement performs. The Régie intends to use part of the amount of this subsidy to make payments under a technical assistance contract for the modernization and improvement of the performance of the drinking water network in towns and within the scope of action of RADEET (AT/yield). The consistency of the aforementioned services, the theoretical duration of which is set at 48 months, will be carried out in four missions as follows: (i). Assignment A: “Diagnosis of the existing sectorization of the distribution network of the AEP network of centers and towns within the scope of action of RADEET”: 6.5 months; (ii). Mission B: “Diagnosis and analysis of customer management and the micro-metering system in centers and towns within the scope of action of RADEET”: 3.5 months; (iii). Mission C: “Study and development of action plans to improve the performance of the networks of centers and towns within the scope of action of RADEET”: 2 months; (iv). Assignment D: "Assistance and monitoring of the implementation of action plans to improve performance and customer management and modernization of the water management service": 36 months. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Award of Contracts Financed by AFD in Foreign States", available online on the website of the AFD: www.afd.fr Design offices can join forces (within the framework of a consortium) to strengthen their respective skills. RADEET will draw up a shortlist made up of a maximum of six (6) candidates, pre-selected on the basis of the applications received, to whom it will send the Call for Tenders file for the performance of the required services. The tender will be based on a selection based on quality and cost. For the pre-selected groupings, their composition during the response to the restricted consultation must be maintained and cannot be modified. Thus no addition or withdrawal of a member is authorized.
