Tender Description:

The United Nations International Mechanism for Criminal Tribunals (UN-IRMCT) The Hague Branch, Netherlands, seeks Expression of Interest (EOI) for participation in a tender (i.e., Request for Proposal (RFP) for a multi-year contract (i.e, one (1) year initial period with 2 optional extensions of one (1) year each), for the provision of cleaning services for its building in The Hague, Netherlands. The UN-IRMCT building is located on Churchillplein 1, The Hague, The Netherlands (the “Premises”). The successful supplier will be responsible for the day-to-day cleaning of offices, common areas, toliets and bathrooms, courtrooms, parking garage meeting rooms, and the surrounding grounds of the building. The successful supplier will provide all required personnel, equipment, materials and supplies to accomplish this task according to ISO 9000 total quality management system standards and/or EN 13549 and/or NEN 2075 quality control standards for cleaning. A brief description of the premises: 1) Office Building (a) Occupancy - 270 work stations (b) Total floor area – 19,859.55m²; this includes the area of the underground parking garage. (c) General office areas including a courtroom, offices, meeting rooms, archive vaults, corridors, cafeteria and toilets – 15,548.55 m² (d) 31 Washrooms / toilets (e) 4 Elevators located in the Headquarters Building and one within the parking garage. (f) Parking garage 4,311m² (g) Technical rooms are not included in these figures as they shall not be included in the cleaning contract. (h) Total surface area of glass constructions inside the building is 1,166.00 m² (counting both sides) 2) External areas as follows: (a) 2nd floor balcony and smoking shelter 420m² (b) Grounds and external parking area 3,500m² General Requirements 1) Potential suppliers must be currently licensed or authorized to conduct business in The Netherlands for at least three (3) years. 2) Interested suppliers must demonstrate proven experience in providing the required services to similar organizations (in nature [e.g., international, EU] and size [e.g., scope/area]). 3) Selected supplier shall provide a full-time, on-site cleaning supervisor, who must speak, read and write fluently in the English language. IMPORTANT NOTE: 1) As the UN-IRMCT is a downsizing organization, it is likely that cleaning area measurement may be reduced during the contract term. 2) For this requirement, the selected supplier must be duly registered in the United Nations Global Market website (www.ungm.org) at LEVEL 2 prior to contract award. However, for purposes of solicitation, interested suppliers must be registered in UNGM, as a minimum, at Level 1.
