The study thus aims to frame and design a label “ green and ethical nickel” in New Caledonia, as well as the associated labeling system. It must make it possible to respond to the following challenges subject to the decision of the steering committee: ü Propose a label which promotes New Caledonian nickel, guarantees its traceability, ensures its visibility, its differentiation and its competitiveness on the market, relying on all the provisions already in force in the local mining and metallurgical sector and on the contributions and results of operators; ü Rigorously define labeling criteria so that the label is effective and recognized internationally, by governments as part of their raw materials supply strategy, by investors and donors and by all stakeholders in the value chain (metallurgists, manufacturers of intermediate products and finished products, etc.); ü The label must be a guarantee of quality justifying a price level for Caledonian nickel and must be a real bargaining lever for local players in the context of their commercial exchanges; ü In addition to the enhancement of what already exists, propose a framework encouraging and promoting future progress such as the reduction of the carbon impact of the sector in which several actors are already working; ü Design a label whose criteria are in line with existing certifications in the world (for example the CERA 4in1 certification for raw materials or the IRMA standard for mining sites and products) and on organizations offering guarantees on goods and raw materials. The “green and ethical nickel” label should potentially help a product or actor in its eligibility for certifications with a broader scope; ü The study must make it possible to anticipate the changes to come concerning the regulations on the markets, the orientations taken by the customers as well as those taken by the competitors so that the label is not obsolete when it is put in place; ü Set up a labeling system that is innovative so as not to be perceived or experienced as a legal and administrative constraint by the candidates for the label and not to be excessively costly in financial and human resources; ü Identify organizations to be accredited for certification that are internationally recognized, in order to give maximum credibility to the label; ü Design a label recognized by local communities and public opinion in general to promote nickel locally, in particular to improve the acceptability of mining projects and strengthen the attractiveness of the sector on the labor market..
