PURPOSE OF CONSULTANCY The purpose of this consultancy is to collect one round of data using two instruments a School Survey and a Survey of Public Officials and use this information to produce clean datasets.(i) Data collection includes an assessment of 200 schools where the School Survey tool will be implemented. In all of these schools, video recordings will capture classroom and teaching activities. The sample will be chosen by the World Bank.(ii) Data collection includes 200 interviews with public officials as part of the Survey of Public Officials. As a group of enumerators visit the schools, another group will also visit the education district offices to collect data from public officials. There will be 200 randomly selected public officials that will be part of this data collection effort. The sample will be chosen by the World Bank.ELIGIBILITYEligibility restrictions apply:The consultancy firm must meet following skill requirements and qualifications:*Required:(i) Demonstrated capacity to manage large-scale data collection and handle quality insurance mechanisms.(ii) Demonstrated experience and capacity in collecting data electronically (so that information can be viewed in real time)(iii) Demonstrated experience in monitoring and evaluating social programs (preferably education program) in the region and sub-region.*Preferred:(i) Demonstrated in-country knowledge and experience in monitoring and evaluating education programs in CAR(ii) Full-time presence in CAR, defined as having a physical branch office and the presence of at least one full-time employee in CAR.The survey firm must also propose a team of highly qualified experts who are capable of delivering the assignment. This team should include, at a minimum, a project manager, a team leader, a data manager, as well as a group of enumerator and supervisors.SUBMISSION REQUIREMENTSThe World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
