In pursuit of this vision, IDLO has developed the Sustainable Training and Education in the Philippines for Justice Professionals (STEP4JP) project, which sets three goals for this endeavor: Justice sector trainers can meet the needs of the institutions they support. Justice institutions have capacity development agencies that are manageable and sustainable. Justice institutions collaborate to innovate professional capacity development. To ensure that the progress towards reaching these goals is effectively monitored, IDLO will conduct a baseline assessment focused on the needs of the capacity development agencies of justice institutions. OBJECTIVES The aim of this assignment is to complete a baseline assessment for STEP4JP that will guide the implementation of the project, analyze the differing capacity development and legal education needs of justice sector institutions, and check programmatic assumptions. The findings of the baseline assessment will feed directly into the monitoring, evaluation, and learning (MEL) plan of STEP4JP by: Updating the risk register Establishing baselines and setting targets for the project’s high-level indicators Outlining the organizational capacity of institutional partners Sequencing the initial project workplan Advising on the development of learning questions; and Serving as a reference for the project’s final evaluation. THE TEAM The baseline assessment will be conducted by a two-person Research Team with experience in monitoring and evaluation of justice sector capacity development. This team will be working with the IDLO Philippines staff and experts including the Program Team and the Capacity Development and Monitoring Team. In addition, the Team can seek advice and direction from IDLO HQ monitoring and evaluation experts in Rome and The Hague. The ideal team would be made up of: Team Lead: Legal Expert: THE ASSIGNMENT Under the supervision of the IDLO Philippines Office’s Field Program Manager and Capacity Development Specialist, the Research Team will conduct a baseline assessment that will help guide the finalization of the MEL plan, the Project’s inception work plan, and inform ongoing management stakeholder engagements. A summary of the content to be covered is described below: Focus Areas Description Literature Review Conducted in two phases during the inception and data gathering periods, the literature review will entail a close examination of relevant justice sector training, capacity development, and education-related research papers, policy documents, and strategies. The review should cover both primary partner institutions (the Supreme Court, the National Prosecution Service, the Office of the Ombudsman, and the Anti-Money Laundering Council) and other justice sector institutions such as the Integrated Bar of the Philippines, Legal Education Board, Solicitor General’s Office, Public Attorney’s Office, etc. In addition, there are numerous inter-agency coordination mechanisms that deal with specific matters in the justice sector or types of crimes, such as the Inter-agency Council Against Trafficking, the Inter-agency Council on Violence against Women and their Children, the Inter-Agency Council Against Child Pornography, and the Inter-Agency Anti-Graft Coordinating Council. This review should also identify those mechanisms that include capacity development in their terms of reference. Context and Risks A review and analysis of the project risk register covering economic, political, security, reputational, and operational risks. The analysis will be used to update the risk register including mitigating options for IDLO. Organizational Capacity of Institutional Partners Following a review of the project goals and objectives, a list of necessary and sufficient organizational capacities must be developed and each partner agency must be assessed on its maturity based on its mandate and organizational professional training and capacity development needs. Under this category, the assessment would, for example, describe the existence and level of quality of the institutional or agency-level strategies but also whether an organization register their professionals and trainers in training databases and how they track and catalogue the delivery of courses. Development Partners Gathering data on the needs of the justice institutions’ partner development organizations and the reputation of individual capacity development agencies of the partner justice institutions among the international development partners. Justice Sector Leadership Gather baseline perception data from justice sector leadership on the strengths and weaknesses of institutional professional capacity development, agencies, systems, and efforts, in addition to their impression of inter-institutional capacity development efforts. Justice Sector Trainers This baseline assessment should survey trainers to measure their perception of the policies and systems that impact their work. Justice Professionals This baseline assessment should survey justice professionals to measure their satisfaction with the capacity development opportunities they are provided. KEY DELIVERABLES AND TIMELINE Following a preliminary literature review, the short inception report should set out the methodology of the assessment, a timeline, interview list, document list, structured interview questions, focus group discussion (FGD) guides, and survey questionnaires, and a reformulations of the objectives, taking into account barriers and challenges. Aug 1-7 Data gathering: This deliverable will involve planning and holding focus group discussions, conducting interviews and surveys, and reviewing additional literature that is identified during this period by stakeholders. Aug 8-25 First Draft of Assessment Report: The first draft of the assessment will synthesize the data and present it in a maximum 15-page report. It will present the raw data as annexes. The Consultants will be asked to present the findings to a group of stakeholders, who will provide input and any necessary edits. This draft will be used to finalize the MEL plan for STEP4JP, including the learning questions and baseline data for specific indicators. Aug 28-Sep 15 Final Draft of Assessment Report: Following incorporation of the input and edits, the final draft will be submitted. Sep 25-29 Job Requirements Education Advanced university degree in evaluation, social sciences, international development, law or a related field. Work Experience Minimum eight years of relevant experience in conducting results-oriented evaluations of international development projects and programs and/or in complex/strategic assessments, focused on institutional development and capacity-building in the fields of good governance and rule of law. Experience in designing and drafting monitoring frameworks, and conducting baseline assessments progamme or development assistance evaluations. Professional experience with project cycle management, OECD DAC evaluation framework, ToC/logical framework approaches with quality assurance within international development evaluations. Languages Fluency in written and spoken English is required. Technical Competencies Demonstrated knowledge of evaluation methodology for development assistance projects and programs with specific experience in evaluation methods and tools (including theory-of-change based evaluations); Sound knowledge of the OECD DAC evaluation standards and criteria; Sound knowledge of developing qualitative and quantitative (proxy) indicators; Relevant experience with survey techniques, focus groups and other participatory methods; Strong knowledge of quantitative and qualitative data collection methods; and Strong analytical, writing and editing skills. Terms & Conditions This is a results-based assignment where payments are made upon satisfactory production of the deliverables. The estimated number of workdays is 20, including approximately 7 working days of data collection in the Philippines. The decision on the final approach towards the data collection will be taken by IDLO in coordination with the consultant, taking into account the availability of interviewees and FGD participants as well as logistics and risks.
