Quality Safety MCQ Unit in the WHO Regional Office for the Western Pacific WPRO the contractual partner will carry out a review of health financing for selected reproductive maternal newborn and child health RMNCH services in the Philippines METHODS TO CARRY OUT THE ACTIVITIESThe contractual partner shall conduct a review of 1 utilization of RMNCH services and b benefit packages and entitlement policies regarding RMNCH services and the financing arrangements for these services and summarize findings into a report with recommendations for health financing of RMNCH services The World Health Organization is currently conducting a global Health Technology Assessment HTAHealth Benefit Package Survey which includes questions on RMNCH services included in national health benefit packages These findings can be used validated and built upon during the reviewAn initial list of RMNCH services of focus is outlined below This may be modified in discussion with the contractual partnerMethods to carry out the activity Literature search to identify relevant documents for review including but not limited to utilization reports of RMNCH services WHO Health Technology AssessmentHealth Benefit Package Survey and national health financing related policies Desk review of literature retrieved Data analysis and synthesis Informal consultations as required with local stakeholders to clarify any information Drafting of a report List of RMNCH servicesReproductive Barrier methods such as condoms diaphragms Short acting hormonal methods including injectables Long-acting reversible methods IUDs and implants Permanent contraceptive methods male and female sterilization Emergency contraception Screening and treatment for sexually transmitted infectionsMaternal Antenatal care package Antenatal ultrasound Vaginal delivery package in a health facility or with skilled birth attendants Caesarean section delivery Care of pregnancy or birth complications PPH eclampsia sepsis obstructed labour Postnatal care package Induced abortion medical or surgical up to and after 12 weeks Care for miscarriage or incomplete abortion Care for complications of unsafe abortionNewborn Skin-to-skin contact and breastfeeding support Routine care including hepatitis B birth dose Vitamin K and BCG vaccination Neonatal intensive care Care for sick newborn including neonatal sepsis Postnatal care package Supplementary and parenteral nutrition Kangaroo mother care Neonatal screening services genetic metabolic endocrine vision hearing Management and surgery for any condition including complications from review Deliverable 11 Concept note detailing objectives and methodology of the review Output 2 List of documents to be reviewed to understand utilization of RMNCH services benefit packages and entitlement policies regarding RMNCH services and the financing arrangements for these services Deliverable 21 Compilation of documents to be reviewed format is flexible example a list outlined in Microsoft Word or a list compiled in bibliographic management softwareOutput 3 Synthesis of findings from the review Deliverable 31 Report summarizing findings from the review with data on utilization of services and benefit packages and entitlement policies regarding RMNCH services clearly identified along with the financial mechanisms for these services The report will also provide recommendations for actions needed to improve any financial mechanisms and for health financing policies QUALIFICATIONS AND EXPERIENCEEducation qualifications required for the team leadEssential University degree in economics health financing or related fieldsDesirable Postgraduate degree in public health health science or related fieldsExperience required for team leadRequired Minimum 10
