The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region. Context The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations and has been active in Rwanda for over 30 years. In March 2022, the Rwandan-German Climate and Development Partnership was signed by the Environmental Ministers of both countries. The project “Supporting Sustainable Waste and Circular Economy” (WCE) is part of this partnership and aims to enable public and private actors to implement circular economy practices in Rwanda’s waste sector. This includes improving the access to finance for private companies in the waste management sector, as well as for companies that want to make their operations more circular, thereby significantly reducing their waste streams. During COP27, the Government of Rwanda launched Ireme Invest, which is designed to support Rwanda to achieve its climate and development goals as well as create green jobs by investing in sustainable agriculture, renewable energy, e-mobility, and others. Investing in these sectors will serve as a driver for Rwanda’s green growth and recovery through the creation of a more resilient and sustainable society. Ireme Invest consists of several financing instruments and two windows working in an integrated approach. The Project Preparation Facility (PPF) at the Rwanda Green Fund will have two financial instruments: (i) an Incubator and Accelerator Program (IAP) which will offer grants (non-reimbursable, reimbursable, and recoverable grants), and (ii) Equity Financing Instruments (EFI). The PPF targets to cover early-stage project activities to move projects from feasibility to bankability. In addition, Ireme Invest will have a Credit Facility embedded within the Development Bank of Rwanda which will offer credit guarantees and concessional loans. With the current focus on sustainable agriculture, renewables and e-mobility, companies in the waste sector, and those in other sectors that wish to become more circular, might still face challenges in accessing the current financial instruments. As such, FONERWA and GIZ WCE plan to open a sub-track on demonstration projects within the IAP that is dedicated to waste management and circular economy, effectively improving access to finance for companies in these sectors. The aim of this assignment is to offer technical assistance and business development services to up to thirty (30) businesses / entrepreneurs by providing training on a more systemic approach in how they run their business, how to mature their business plan and include circularity in their daily operations, and to prepare them to receive grants to carry out demonstration projects in waste management and / or circularity. The objective of the call for proposal is to invite Rwanda-based Entrepreneur Support Organizations (ESOs) to submit proposals for the provision of technical assistance and business development services/coaching and mentoring to a cohort of green entrepreneurs in various sectors. The proposal from qualified ESOs should outline qualifications and highlights experiences that have adequately prepared the organization to deliver technical assistance and business development services to entrepreneurs at various life stages. In addition, the interested applicant will describe a delivery mechanism, the timeframe for effective support to project implementation, and the cost estimates to support a cohort of 10 businesses / enterprises for the duration of 35 weeks, from 1 July 2023 to 1 March 2024. 2. Tasks to be performed by the ESO The ESO will develop, oversee, and coordinate a circularity incubator and accelerator program, in close coordination with FONERWA and GIZ WCE, which will be integrated in the Incubation and Acceleration Program of Ireme Invest. In addition, the ESO will develop tailored technical support for the selected companies (business advisory services, innovation support, technical assistance, mentoring) in the design and integration of sustainability / circularity principles and methodologies into the program. Finally, the ESO will monitor and evaluate the services provided and compile a final report including recommendations for the sustainability of the program. The ESO is responsible for providing the abovementioned tasks through delivering the following packages: Work package 1: Designing a call for applications The ESO will design the application template for the businesses together with FONERWA The ESO will design elaborated selection criterion for the call for applications that will detail how businesses will be selected at each phase of the program to be reviewed by FONERWA and GIZ WCE. Work package 2: Outreach and first round of selection After FONERWA publicizes the call for applications, the ESO will be responsible for the outreach of the call The ESO will have a target of 150 businesses / entrepreneurs / business ideas that apply to the call After the closing of the call, the ESO, together with GIZ and FONERWA, will select thirty (30) business ideas with high potential, according to the defined criteria Work package 3: Business training and initial technical coaching The ESO will design and deliver a 100-hour training programme, spread over 15 weeks, on understanding Circular Economy principles and relevant business knowledge (incl. essentials of accounting / marketing / finance / sustainable product development / people & operational optimization / fundraising conversations / project management essential and tools / Ireme Invest Incubation & Acceleration Program eligibility criteria etc.) The ESO will offer every business up to fifteen (15) hours of coaching during the 100-hour training programme, allowing businesses to have individual follow-ups and exchanges on the training content. This will amount to 450 hours of coaching in total. Work package 4: Further selection and coaching The ESO will design and deliver individual 20 hours of business and technical coaching per business to build capacity needed to carry out pilot projects and to help businesses finalize their business plan. The breaking-up of the 20 hours of coaching will be done individually with the thirty (30) businesses. This will amount to up to 600 hours of coaching in total. The ESO will actively participate, together with FONERWA and GIZ, in the selection of up to ten (10) businesses that will be supported by the Incubation & Acceleration Program of Ireme Invest. Work package 5: Reporting The following reports will be submitted by the ESO to GIZ: Inception Report: This report shall be given two (2) weeks after the commencement of the assignment detailing but not limited to the approach and methodology, proposed work plan for undertaking the assignment, and implementation timeline scheduling of the assignment. Implementation Plan: These reports will elaborate all activities undertaken during assignment execution including all project documentations. This will include the work plan, resources and budget, stakeholders, and quality control (M&E) for each company to be supported, with feedback from GIZ, FONERWA and its partners incorporated. The report should also clearly report if the intervention logic is valid and propose any relevant modifications going forward. Monitoring & Evaluation reports: This report shall constitute a summary of the accomplished work and shall reveal in detail achieved milestones with their impact and outcomes. Final Reports: This report will elaborate all activities undertaken during the assignment execution including all businesses supported. These reports shall cover the entire process as a whole; Provide a full account of all aspects of the Services’ implementation for the period covered, Include the results achieved, and include any relevant best practices and lessons learned from the program.
