Develop a governance and management structure for Vision NAICO saving and credit scheme, with clear roles and responsibilities of each suggested staff. Develop guidelines and procedures for managing farmers savings that include internal audit process, risk management, internal rules, and regulations. Establish operating costs for managing farmers savings and credit activities. Develop a recording system for savings and interest payments to close to 2000 members. Update records in the members saving booklets. Develop a system for tracking savings and interest payments. Develop a credit policy, loan application and review protocols, Assist the cooperative to meet any licensing and/or regulatory requirements for a saving and credit scheme or microfinance business. Train key cooperative staff managing farmers savings and loan application. Required Expertise The Consultant must have at least 5 years of experience in either saving and credit organizations, microfinance operations, or banking industry. Demonstrated capacity in organization development, and business plan development. Preferred Qualifications of consultant(s) At least a bachelor’s degree in finance, accounting, business, or management. A master’s degree in related fields would be an advantage. At least 5 years of experience in financial service sector with a minimum of 3 years of experience in banking and microfinance operations. Experience in Rwanda financial services industry.
