Location: Kigali Deadline: Saturday, 27/05/2023 17:00 PURPOSE: The purpose of this activity is to support identified private sector firms to comply with antidiscrimination regulations and increase their understanding of the importance of building more inclusive and equitable workplaces. This activity will strengthen talent management capacity of private sector firms to adopt and implement inclusive policies and practices to build more inclusive and equitable workplaces, and contribute to survival, growth, and sustainability of the business. SPECIFIC TASKS INCLUDE: The specific task for this consultancy typically includes the following: Stakeholder’s Engagement: The first step would be to conduct an engagement workshop with the participating firm to understand the existing inclusive practices, constraints, and the existing gaps with regards to adopting and implementing inclusive practices. This would include but not limited to policies, procedures, and practices related to hiring, promotion, compensation, and retention, as well as the company's culture and values. Capacity development roadmap: Based on the assessment from the stakeholder's engagement, the firm will develop a capacity development roadmap to address gaps and improve the companies’ capacity to adopt and implement inclusive policies and practices. These strategies could include changes to policies and procedures, training and development programs, and initiatives to promote social inclusion. Capacity development of the firms: The company will implement the capacity development roadmap developed at stage 2 which may include group workshops on HR policies and procedures, and inclusive practices. Creating tools and resources to support the integration of inclusivity into the company's business strategy, operations, and decision-making processes. Monitoring and Evaluation: The firm will follow up with the participating firm to monitor the understanding, adoption and implementation of inclusive policies and practices. The firm will report to HA on the progress. DELIVERABLES Successful firm/consultant of the assignment will provide the following deliverables: # Tasks/Out Put Budget % 1 Inception report. Develop and submit the inception report detailing the methodology, approach, and action plan to execute the assignment 10% 2 Stakeholder’s engagement report: the report should include the acquired information from the stakeholder's engagement regarding the existing inclusive practices, constraints, and the existing gaps with regards to adopting and implementing inclusive practices. This would include but not limited to policies, procedures, and practices related to hiring, promotion, compensation, and retention, as well as the company's culture and values. This report should include recommendations for improvements based on best practices and local context. 15% 3 Training materials and capacity development of firms: Develop training materials and modules for the firms to improve the firms understanding and practice of gender equality and social inclusion in their business. This may include workshops, training, coaching materials. 35% 4 Creating tools and resources: Successful firm will support targeted firms with needed tools and resources to implement inclusive practices and policies. Tools may include inclusive policies and guidelines, inclusive recruitment and hiring practices, and reporting and feedback mechanisms. 5 Capacity building report: Conduct capacity building and submit a report on the capacity developing activities highlighting the progress, success, challenges, lessons learnt and recommendations. 30% 6 Monitoring and evaluation report: Develop and submit a report on the progress made by companies regarding the implementation of policies and inclusive practices, highlight challenges, areas for improvement, success stories and impact on their business. 10% Total Number of Working Days REPORTING: The consultant/firm will report to the Social Inclusion Manager and Chief of Party QUALIFICATION: A consultant firm should possess the following qualifications: A consultant firm should be registered under the Rwandan laws and complying with local fiscal requirements Understanding of Gender and Social Inclusion (GESI): The consultant firm should have in-depth knowledge and understanding of GESI issues, including the challenges faced by women, youth, people with disabilities, and other underrepresented groups in the workplace. Expertise in inclusive human resource and talent management services for SMEs. Experience working with diverse stakeholders: The consultant firm should have experience working with diverse stakeholders, like government agencies, civil society organizations, and private sector companies, to promote inclusion. Knowledge of best practices: The consultant firm should be up to date on best practices related to gender equality and social inclusion, including strategies for promoting diversity and inclusion in the workplace, ensuring equal pay for equal work, and addressing sexual harassment and gender-based violence. Strong analytical and communication skills: The consultant firm should possess strong analytical and communication skills to assess a company's current situation, develop strategies and action plans, and effectively communicate recommendations to stakeholders. A qualified and competent consultant firm should have a deep understanding of the complex social, cultural, and political factors that shape gender equality and social inclusion in the workplace and be able to apply this knowledge to develop effective strategies for promoting diversity and inclusion. SELECTION CRITERIA Technical Approach (30%): Clear and comprehensive methodology and work plan to conduct landscape analysis. Expertise (30%): Relevance experience with adequate proof related to conducting similar assignments in the past. Cost (25%): Reasonableness of the proposed cost of consultancy for the period of performance Inclusion (15%): Firm owned by women, youth, and/or persona with disability.
