Basically, achieving decent work would require upholding workers ‘rights but also to improve working condition, most probably to provide a sufficiently high minimum wage. The status quo needs to be assessed to effect sector-wide change. For these reasons, FES Rwanda in collaboration with COTRAF Rwanda under the EU funded project entitled “Social Dialogue 4 Sustainable Development (SD4SD): Promoting effective social dialogue, strengthening social protection, and enforcing the national and international labor standards in Rwanda” commissioned studies on labor condition in tea sector and their findings are used to engage in constructive dialogue with decision makers. Indeed, policymaking to improve the living condition in tea sector requires integrated views of people who are faced with policy choices on issues affecting workers in that sector and who can use findings of studies to make the best decisions. It is against this background, FES and COTRAF-Rwanda seek the service of a national consultant or a consortium of 2 national consultants to develop and present a set of actionable policy recommendations (minimum 5 actionable recommendations) based on the findings of the study to a range of stakeholders namely political decision makers, Member of Parliament and other relevant ministries..
