Expression of Interest are invited for Hiring a Consultant to Conduct Detailed Project Report (DPR) and Project Management Consultancy (PMC) for Distribution & Access Project. Deadline: 11-04-2023 One of the strategic objectives of the National Strategy for Transformation (NST1) is to expand electricity access while at the same time improving quality of supply at the lowest possible cost. To achieve the said objectives, the Government of Rwanda through EDCL is carrying out several studies that will guide any future investment in the electricity network. The amount approved for this project is 66 MUSD to be utilized during execution of works related to distribution & access to electricity. This project includes three Lots totaling 580Km of Medium Voltage (MV) Lines, 1546Km of Low Voltage (LV) Lines, installation of 387 Distribution Transformers and connection to electricity of 58418 new households. Distribution & access project is intended to increase electricity access rate in rural areas and will provide clean energy access to households. The detailed Project Report will also include but not limited to the detailed design Reports, Bill of quantities (BOQs) and preparation of the tender document including technical datasheets for all main equipment. After DPR development, selected consultant firm will supervise the execution of the projects as per Terms of Reference for the development of the mentioned project based on technical, Economic, financial, and environmental aspects. 2.Source of Fund The source of funds for the consultancy of Detailed Project Report (DPR) and supervision of the project implementation works (Project Management Consultancy services (PMC) ) are to be borne by the Government of Rwanda . 3.Scope of Work The Consultancy is divided in three lots as specified in the terms of reference to be shared later. Hence, the selected consultant will conduct separate studies with detailed design reports for each Lots. Consultants are allowed to submit the Expression of interests depending on their technical and financial capacity. The EXIM Bank fund will be used during Execution of works to accelerate access to electricity services along with the required network reinforcements and extensions, using low-cost grid electrification techniques. This means that to prepare the appropriate and eligible studies, the Consultant(s) should understand the Government of India’s (GOI) guidelines and requirements. The detailed scope will be available in the Request for Proposal (RFP) that will be issued to the shortlisted consultants.
