Furthermore; the consultant will:* Prepare guidance on appropriate roles and responsibilities for inclusive impact-based flood early warning systems. The institutions involved in the assessment will include Meteo Rwanda; RWB; MINEMA; and other government authorities (including at district; sector; and cell levels); and non-governmental actors. This will involve; first; developing an understanding of the existing flood risk management framework in Rwanda; and second; undertaking a review of institutional capacities (government and non-government); drawing from among others; prior studies. * Provide recommendations for the design of FEWS elements; based on examples from international practices.* Provide guidance and technical inputs to standard operating procedures for inclusive impact-based flood early warning systems in the Volcanoes region. * Prepare guidance identifying and collecting risk information at the local level that is needed to develop risk tables for impact-based forecasting; and how risk information can be translated to warning information that is understood by a range of recipients; including vulnerable groups. * Prepare guidance on appropriate communication and dissemination pathways from central government to the affected communities (referred to as ‘last-mile’ dissemination); ensuring that the communication and dissemination needs of women and other marginalized groups; e.g.; persons with disabilities; are included in guidance. Floods in the Volcanoes region are ‘flashy’ and response times tend to be short. As a result; the approach to warning dissemination should balance the need for timeliness with the need to retain trust through checks and balance; as well as the ability of the community to understand; interpret and act on the warning.* Prepare guidance on and provide inputs for inclusive community contingency plans at two pilot locations; that connect the last-mile dissemination activities with appropriate actions that communities can take to reduce flood losses.* Make recommendations on capacity development needs among government officials; local authorities; and community leaders to promote the implementation of inclusive impact-based flood early warning systems..
