Tenders are invited for Construction Works for 30 Km of Secondary Wastewater Networks for the Connection of Households 2. The National Sanitation Office of Senegal (ONAS) has requested funding from the French Development Agency (the "AFD"), the China Development Bank (CDB) and the European Union to finance the cost of Phase 2 of the Hann Bay Depollution Project (PDBH). It is expected that part of the sums granted under this financing will be used to make the payments planned for the construction of 30 km of secondary wastewater networks for the connection of households. 3. ONAS is soliciting sealed Bids from eligible Bidders to carry out the works for the construction of 30 km of secondary wastewater networks for the connection of households as part of the Hann Bay depollution project "the Works"). The work consists of: • Supply, loading, transport, unloading at the site storage location and laying of pipes; PVC pipe DN 160: 3500 (ml); PVC pipe DN 250: 32,500 (ml); PVC pipe 315: 1450 (ml); PVC pipe DN 400: 662 (ml); PVC pipe DN 400 PN 16: 115 (ml); PVC pipe DN 500: 490 (ml) • Complete construction of manholes and special works whose consistency is described in the table below: Manhole DN 800: 457 U Manhole DN 1000: 683 U Manhole DN 1200: 170 U Connection manhole: 3500 U Load break manhole: 2 U Sinking: 50 ml • The construction of three discharge stations (SR8.1, SR 9, SR 10) and a pumping station (SP8) 4. Eligible and interested Bidders can obtain information from ONAS: Mr. Bassirou KANE, Coordinator of the Procurement Unit, at the Procurement Unit, email: coord.cpm@onas.sn and read the Tender Documents at the General Management of ONAS, 4 cité TP Som villa n° 4 Hann – Dakar from Monday to Thursday from 8 am to 5 pm GMT and Friday from 8 am to 1 pm GMT. 5. Interested Bidders may obtain the complete Bidding Documents in French by submitting a written request to the address mentioned above against a non-refundable payment of seventy-five thousand (75,000) FCFA. The method of payment will be by payment to account No. SN012 01301 000415705015 45 opened in the name of ONAS with the CBAO-Dakar bank. A copy of the complete Call for Tenders file is made available to be consulted free of charge on site by candidates who so wish. 6. The Instructions to Tenderers and the Book of Administrative and General Clauses are those of AFD's Standard Procurement Documents for Works. 7. Tenders must be submitted to the address below: on the 1st floor in the Office of the Procurement Unit at the General Directorate of the National Office for Sanitation of Senegal (ONAS) Cité TP SOM Villa N° 4 Hann – Dakar no later than Thursday June 21, 2023 at 10:30 a.m. (GMT). The Late bids will not be accepted. Tenders will be opened in the presence of the representatives of the candidates present at the address below: Conference room of the General Directorate of the National Office for Sanitation of Senegal (ONAS) Cité TP SOM Villa N° 4 Hann – Dakar no later than Thursday June 15, 2023 at 10:30 a.m. (GMT). Bids must include a bid guarantee issued by a financial institution approved by the Ministry of Finance and Budget, amounting to one hundred and eighty million (180,000,000) FCFA. The tender security must remain valid for 28 days after the expiry of the period of validity of the tender. Tenders must remain valid for a period of 120 days from the deadline for submission. 8. The Tenders will be opened in the presence of the representatives of the Tenderers who so wish on June 21, 2023 at 10:30 a.m. (GMT), at the following address: Conference room of the General Directorate of the National Office for Sanitation of Senegal (ONAS) of the National Sanitation Office of Senegal, 4 Cité TP Som villa n° 4 Hann -Dakar. 9. The qualification requirements are: • Provide audited balance sheets or, if not required by the regulations of the Bidder's country, other financial statements acceptable to the Employer for the last three (3) years from 1 January 2019; • Provide a line of credit certificate for an amount of 2,500,000,000 FCFA issued by a bank approved by the Ministry of Budget and Finance; • Have an average annual turnover of 9,000,000,000 FCFA during the last 3 years from (2019, 2020 to 2021) • Experiences in construction market during the last 10 years from January 1, 2013; • Majority participation in two (02) similar contracts of a minimum amount of CFAF 7,000,000,000 each executed during the last ten (10) years from January 1, 2013 and • One (01) minimum specific experience on the ten years (since January 1, 2013) in which it is required: o (i) Supply, transport and laying of 3,000 ml of PVC and/or cast iron pipes with a diameter > or equal to 250 or, o (ii) Work to build a pumping or lifting station in an urban area or, o (iii) Construction of residential connections greater than or equal to 500 See the Call for Tenders document for detailed information.
